A. <br />_ Information <br />Meeting Date: January 22, 2013 XX Action Item <br />Consent Agenda <br />SUBJECT Staffing in Food & Nutrition Unit (Food Stamps) <br />DEPARTMENT Social Services <br />CONTACT PERSON Brenda Potts, Director <br />REQUEST: (1) Hiring of 1 new permanent position (Income Maintenance Caseworker <br />II). (2) Hiring of 3 temporary staff (Income Maintenance Caseworker -Tech) for time limited period <br />(approximately 4 months). <br />SUMMARY The Food & Nutrition unit has reached a point that clients cannot be served <br />timely, state processing time standards are not being met, no quality control reviews are being done and <br />customer service is at an all -time low; even with extensive overtime accumulation. A position has been <br />requested in the last number of budget years but not approved. We have reached a critical point where we <br />can no longer operate the program without additional staff and resources. I am also concerned for the <br />health of our staff and their safety. <br />BUDGET IMPACT 2012 -2013 Budget - County cost for a permanent IMC II position from mid <br />Feb. — June 2013 would be a maximum of $8,303 and minimum of approximately $4,609 with overhead <br />shown. <br />2013 -2014 Budget - County Cost for the continuation of the permanent IMC II position for the FY 13/14 <br />would be a maximum of $22,472 and a minimum of $12,584 with overhead shown. <br />2012 -2013 Budget - Currently there is $10,000 in the Contracted Services line item. The additional Cost for <br />3 temporary positions for approximately 4 months would be at a maximum $11,628 (a minimum of $5,512. <br />No budget impact for temporary staff after this temporary assignment is over, as positions are through a <br />Local Temporary Agency, therefore Lee County would not be responsible for any UIB incurred as a result of <br />assignment ending. <br />ATTACHMENT(S) Food & Nutrition Caseload Growth <br />Reimbursement/Cost Computation (With and Without Overhead) <br />County Caseload Comparison Chart <br />Average Caseload Comparison Chart <br />Current Staffing Data from Comparison Counties <br />PUBLIC HEARING No <br />PRIOR BOARD ACTION N/A <br />RECOMMENDATION To approve the hiring of 1 full -time Permanent IMC II for Food Nutrition <br />Program and the hiring of 3 full -time Temporary Positions for approximately 4 months to work on the NC <br />Fast conversion. <br />
