Provide a contractor's handbook <br />to each contractor. <br />• Conduct bid process including preparation of bid packages, bid opening, <br />contractor's bid evaluation and recommendation of bid award to County. <br />• Attend contract signing. <br />• Conduct quality assurance observations for partial and final payment <br />inspections including change orders, otherwise, two site visits per week during <br />active rehabilitation. <br />• Conduct a linal observation and collect final documentation from contractor <br />including, but not limited to, certificate of occupancy, lien release, and warranty <br />information. <br />• Conduct a post rehab consultation with owner to highlight any new components <br />or instruct how to operate and maintain any new mechanical equipment as <br />required by DOC. <br />• General rehabilitation case files management. <br />• Periodic reporting to update on program status. <br />• Be available for State monitoring visits. <br />E.
