(II is proposed that the master project file be <br />assembled at the County Project Manager's Office to include appropriate files <br />necessary for public review such as environmental documents, public notices, <br />etc. The financial management/accounting files will be located in the Finance <br />Officer's Office.) <br />• Prepare grant criteria to establish applicant eligibility for the implementation of <br />the housing rehabilitation program to include preparation of letters and <br />coordination with attorney on forms required to implement a deferred payment <br />loan rehabilitation program. <br />• Prepare other administrative procedures to be utilized in the implementation of <br />the rehabilitation housing program to include all necessary forms such as <br />application and income verification forms, grant and contract award <br />documentation, material lien releases, tenanVlandlord lease agreements, <br />invoices, payment authorizations, contracts, and change order forms. <br />D. Comprehensive Community Development Planning <br />• Prepare an application for future CDBG funds. <br />E.
