606K 10 ors- Z10 Commissioner John E. Dotterer moved that the officers of the Southern National Bank of North Carolina to donate either one or two drive-in windows to the County be accepted. Commissioner Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. The Board then moved to conduct a public hearing on the proposed use of the Revenue Sharing money. Two residents of the lower Moncure Road asked that consideration be given to extending water lines in their area. All persons who requested to speak were recognized and heard. Following this, the public hearing on Revenue Sharing was closed upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner Lila P. Nielsen, which motion was unanimous ly,adopted upon a vote. The Board next held a hearing on the Secondary Improvement Program for Lee County. Representatives of the Department of Transportation stated that the County could only count on Secondary Bond Funds and the un-allocated funds left over from 1980. The Department of Transportation officials suggested that the funds be used to widen Secondary Road 1136 and to strenghten Secondary Road 1144 from Secondary Road 1001 to N. C. Highway 87, and to utilize ,$15,0 ' 00. 00 for a Countywide Spot Stabilization Program. Commissioner Gordon A;, Wickerynoved that the funds allocated for Secondary Road 1136 be transferred to the Hall Road in Deep River Township. There was no second to this motion. Commissioner John E. Dotterer moved that the Resolution pertaining to the Lee County Secondary Improvement Program, a copy of which is attached hereto and by this reference made a part hereof, be adopted. Commissioner Lila P. Nielsen seconded the motion and upon a vote Commissioners Dotterer, Funderburke, Nielsen and'Harmon voted for it and Comm- issioner Wicker voted against it. Mr. Leonard Barefoot, Planner, appeared before the Board and presented both Preliminary and Final Plat for the Lee County Industrial Park. Comm- issioner John E. Dotterer moved that the Preliminary and Final Plat be approved for the Lee County Industrial Park and that the appropriate officials be authorized to execute the necessary certificates for recordation. Commissioner Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. Mr. Barefoot then presented a plat for Winding Creek Farms Subdivision belonging to Mr. Vann Harris. Mr. Barefoot stated that the Planning Board recommended approval of the plat, subject to securing the necessary approval from the Highway Division of the Department of Transportation as to the roads. Commissioner Lila P. Nielsen moved that the plat be approved subject to the necessary Department of Transportation approval. Comm- issioner John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. Mr. Barefoot presented a three lot subdivision on N. C. Highway 42, East of Sanford, near the Poplar Springs Church Road, on lands belonging to Mr. J. Robert Campbell. The Planning Board recommended approval of the plat and approval was given upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner
