606K 10 ors- Z10 <br />Commissioner John E. Dotterer moved that the officers of the <br />Southern National Bank of North Carolina to donate either one or two drive-in <br />windows to the County be accepted. Commissioner Jack D. Funderburke seconded <br />the motion and upon a vote it was unanimously adopted. <br />The Board then moved to conduct a public hearing on the proposed <br />use of the Revenue Sharing money. Two residents of the lower Moncure Road <br />asked that consideration be given to extending water lines in their area. All persons <br />who requested to speak were recognized and heard. Following this, the public hearing <br />on Revenue Sharing was closed upon motion of Commissioner Gordon A. Wicker, <br />seconded by Commissioner Lila P. Nielsen, which motion was unanimous ly,adopted <br />upon a vote. <br />The Board next held a hearing on the Secondary Improvement <br />Program for Lee County. Representatives of the Department of Transportation <br />stated that the County could only count on Secondary Bond Funds and the un-allocated <br />funds left over from 1980. The Department of Transportation officials suggested that <br />the funds be used to widen Secondary Road 1136 and to strenghten Secondary Road 1144 <br />from Secondary Road 1001 to N. C. Highway 87, and to utilize ,$15,0 ' 00. 00 for a <br />Countywide Spot Stabilization Program. Commissioner Gordon A;, Wickerynoved that <br />the funds allocated for Secondary Road 1136 be transferred to the Hall Road in Deep <br />River Township. There was no second to this motion. Commissioner John E. Dotterer <br />moved that the Resolution pertaining to the Lee County Secondary Improvement <br />Program, a copy of which is attached hereto and by this reference made a part hereof, <br />be adopted. Commissioner Lila P. Nielsen seconded the motion and upon a vote <br />Commissioners Dotterer, Funderburke, Nielsen and'Harmon voted for it and Comm- <br />issioner Wicker voted against it. <br />Mr. Leonard Barefoot, Planner, appeared before the Board and <br />presented both Preliminary and Final Plat for the Lee County Industrial Park. Comm- <br />issioner John E. Dotterer moved that the Preliminary and Final Plat be approved for <br />the Lee County Industrial Park and that the appropriate officials be authorized to <br />execute the necessary certificates for recordation. Commissioner Jack D. Funderburke <br />seconded the motion and upon a vote it was unanimously adopted. Mr. Barefoot then <br />presented a plat for Winding Creek Farms Subdivision belonging to Mr. Vann Harris. <br />Mr. Barefoot stated that the Planning Board recommended approval of the plat, subject <br />to securing the necessary approval from the Highway Division of the Department of <br />Transportation as to the roads. Commissioner Lila P. Nielsen moved that the plat <br />be approved subject to the necessary Department of Transportation approval. Comm- <br />issioner John E. Dotterer seconded the motion and upon a vote it was unanimously <br />adopted. Mr. Barefoot presented a three lot subdivision on N. C. Highway 42, East <br />of Sanford, near the Poplar Springs Church Road, on lands belonging to Mr. J. Robert <br />Campbell. The Planning Board recommended approval of the plat and approval was <br />given upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner <br />
