Nielsen moved that the change order be approved and <br />the Chairman be authorized and directed to sign the instrument for and on behalf of <br />the County. Commissioner Gordon A. Wicker seconded the motion and upon a vote, it <br />was unanimously adopted. <br />The certificate of the Lee County Planning Board, declaring the <br />San-Lee Heights Area a redevelopment area, a copy of which is attached hereto and by <br />this reference made a part hereof, was presented to the Board. Commissioner John <br />E. Dotterer moved that the Board hold a public hearing on this recommendation at the <br />first regular meeting in July, 1981, and that the City of Sanford Planning Board be <br />advised of the action taken and asked to review same. Commissioner Jack D. Funder- <br />burke seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan reported on his negotiations with the Board of <br />Trustees of St. Luke United Methodist Church for purchase of a small parcel of land <br />adjacent to the Grapevineyard Road. Commissioner Jack D. Funderburke moved that <br />the Grants Director be authorized to offer up to $1, 600. 00 for the purchase of the prop- <br />erty. Commissioner John E. Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />The Board next conducted a public hearing on the application for a <br />single purpose Community Development Block Grant from the Department of Housing <br />and Urban Development under the provisions of Title I of the Housing & Community <br />Development Act of 1974. Mr. Charles Fairley and Mr. Harry Schan both spoke on <br />the project and the public was given an opportunity to comment. After all interested <br />persons had been recognized and allowed to speak, the public hearing was closed. <br />Commissioner Gordon A. Wicker moved that the Board adopt the resolution entitled <br />"Resolution of The Board of County Commissioners of Lee County, Authorizing The <br />Submission of The 1981 Full Application For Community Development Block Grant", a <br />copy of which is attached to these minutes and by this reference made a part hereof. <br />Commissioner John E. Dotterer seconded the motion and upon a vote, it was unanimously <br />adopted. <br />The proposed contract between the County and Desell Mullins, con- <br />cerning his work on the San-Lee dam project was presented to the Board and reviewed. <br />The contract provides for a per diem rate of $36. 00 per hour with the total compen- <br />sation not to exceed $12, 000. 00. Commissioner John E. Dotterer moved that the <br />contract be approved and the Chairman be authorized and directed to.execute and deliver <br />said contract for and on behalf of the County. Nielsen seconded <br />the motion and upon a vote it was unanimously adopted. <br />The County Manager reported to the Board that he had issued <br />Appropriation Adjustment No. 81 06 01, which made intra-fund transfers as follows: <br />In the budget for the Commission on Youth, the following line items were decreased by <br />the amounts indicated: Training - $400. 00, Salaries - $200. 00, Client Field Trips - <br />$450. 00, for a total of $1, 050. 00; and increases were made in the following line items: <br />Supplies - $100. 00, Telephone/ Postage $100. 00, Travel - $300. 00, and Equipment - <br />
