BOOK 22 PAGE f$~ <br />She asked the Board to consider funding the two deputy officers requested in the <br />Sheriff's budget. Commissioner Shook further stated she had found $169,000 in <br />the budget to fund one Deputy position on July 1, 2008, and another one on <br />January 1, 2009. Sheriff Carter discussed how drug money is used to purchase <br />equipment for staff. He stated drug funds can be used for salaries but that would <br />mean he would have to appeal to the Commissioners for equipment funding. After <br />some discussion, Sheriff Carter stated he was in agreement with the County <br />Manager's recommendation for the Jailer, Dispatchers, Gang Officer, and <br />Narcotics Officer positions. The Finance Committee will discuss the matter at their <br />next meeting and make a recommendation to the full Board. No action was taken. <br />The Board discussed his recommendation for a Deputy County Attorney <br />position, Administrative Support position for the Board of Elections, a Computer <br />Support position for IT, and an Income Maintenance Caseworker for Social <br />Services. Commissioner Shook questioned why a Deputy County Attorney <br />position was needed and her hesitancy in approving the position. She also <br />suggested that the new Board discuss this matter in December since the Attorney <br />works for the Board. The Finance Committee will discuss the matter at their next <br />meeting and make a recommendation to the full Board. No action was taken. <br />The Board discussed the Board of Education's budget. County Manager <br />John Crumpton discussed allocating funding for the Schools by purpose, function <br />or project. The Finance Committee will discuss the matter at their next meeting <br />and make a recommendation to the full Board. No action was taken. <br />The Board discussed a recent request to complete a health and safety <br />inspection at Lee Senior High School and the Jonesboro Campus. The Lee <br />County Board of Education and the Central Carolina Community College Board of <br />Trustees have given their permission to go on the properties and complete an <br />inspection. County Manager John Crumpton presented proposals for consulting <br />services from a private citizen that lives at Carolina Trace and a company from <br />Columbia, South Carolina, that had contacted him about assisting with the high <br />school project. The County Manager was asked to bring a formal proposal to the <br />Board at their June 23, 2008 meeting. No action was taken. <br />The Board discussed various agreements between the County and the City <br />of Sanford. County Manager John Crumpton stated to date he has located <br />fourteen (14) joint contracts. He has a concerns with the fee increase <br />recommended from the Building Inspections Department due to construction being <br />down at this time. Mr. Crumpton stated he did not want to fund deficiencies in the <br />future. Commissioner Shook asked to see the number of inspections by City and <br />County. Commissioner Reives stated he had concerns but would discuss them at <br />the next Finance Committee meeting. No action was taken. <br />The Board discussed additional funding for HAVEN. Mr. Crumpton stated <br />that HAVEN requested $5,000 in the FY 2007-08 and was awarded $10,000. This <br />year they have asked for $10,000 and $5,000 has been recommended. The Board <br />was furnished with a list of grants awarded to HAVEN that was requested at the <br />May 19, 2008 public hearing. Commissioner Lemmond asked the Board to <br />consider the additional $5,000 request. He further stated HAVEN was planning on <br />building a new 24-bed facility to replace the current 16-bed facility that would also <br />2 <br />
