Commiss- <br />ioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously <br />adopted: As directed by the resolution, a copy of the Redevelopment Plan is <br />attached to these minutes. <br />The Board next considered the budget amendment entitled <br />"Appropriation Adjustment #81072001. Commissioner Lila P. Nielsen moved that <br />the budget amendment, a copy of which is attached hereto and by this reference made <br />a part hereof, be adopted. Commissioner John E. Dotterer seconded the motion and <br />upon a roll call vote, Commissioners Dotterer, Funderburke, Nielsen, Wicker and <br />Harmon voted for it and no one voted against it. <br />Mr. Donn R. Gunderson, Social Services Director, requested that <br />he be given authority to sign Daycare contracts. The matter was discussed, <br />following which Commissioner Lila P. Nielsen moved that Mr. Donn R. Gunderson, <br />in his capacity as Director of Social Services and his successors in office, be <br />authorized and empowered to sign Day Care contracts for and on behalf of the <br />County, provided, however, such Director shall give a written report to the Board <br />of Commissioners of any contracts so executed not later than the next regular <br />meeting of the Board following the execution of the contract. Commissioner Jack <br />D. Funderburke seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Gunderson reported to the Board that he had executed contracts with the Leak <br />Family Day Care Home, the Gaines Family Day Care Home, the Jonesboro Day Care <br />Center, the Blandonia Day Care Center, the St. James Day Care Center, and the <br />Church of God of Prophecy Day CareCenter. The Board, upon motion of Comm- <br />issioner Lila P. Nielsen, duly seconded by Commissioner Jack D. Funderburke, <br />which motion was unanimously adopted, ratified and approved the contracts executed <br />by the Director with the named institutions. <br />Mr. Dutch Bristow appeared before the Board on behalf of the <br />Family Care Center presently situated in a residence on Hickory Avenue in Sanford. <br />Mr. Bristow requested that the County lease the premises at 205 Hillcrest Drive to his <br />organization for the space of a family care home. Representatives from the <br />Department of Social Services and the Mental Health Clinic spoke on the need for <br />such a facility within the County. Commissioner John E. Dotterer moved that the <br />Board authorize the County Manager to rent the premises at 205 Hillcrest Drive <br />for a family care center at a rental of $400. 00 per month and that the County <br />Manager be authorized to negotiate for and on behalf of the County to offset the <br />rent for materials furnished for improvements to the dwelling. Commissioner <br />Gordon A. Wicker seconded the motion and upon a vote Commissioners Wicker, <br />Dotterer and Funderburke voted for it and Commissioners Nielsen and Harmon <br />voted against it. The Chairman declared the motion adopted by a majority vote <br />and then he and Commissioner Nielsen stated the reasons for their opposition to <br />the motion. <br />
