Redevelopment 'rechn.i.que sto be Used to Achieve Plan Objectives. <br />Within the CM) area pruposc:d standards are based on the General <br />Plan Elements of the City of Sanford and all City of Sanford <br />applicable codes incl.ud.i.ng the adupted building, electrical and <br />plumbing codes. <br />1. Rehabilitation and Conservation. <br />Conservation areas are delineated on the redevelopment plan <br />maps. Residential property rehabilitation standards for <br />residential. structures within the CDP area are hereby made <br />a part of this Rudevul.opment Plan and are attached as Ex- <br />hibit B. Rehabilitation activities are to be carried out <br />by the LPA to insure that properties will be restored and/or <br />maintained to a level. which achieves a decent standard of <br />safety and sanitation and reasonable compliance with the <br />provisions of the Plan and with all other applicable codes, <br />ordinances and regulations. To achieve this basic objec- <br />tive, the LPA will initiate a program of systematic in- <br />spections of all properties suitable for rehabilitation. <br />Rehabilitation activities will be coordinated with installa- <br />tion of project improvements. <br />Following this inspection, the owner will be notified within <br />® <br />30 days of all necessary improvements under the provisions <br />of the rehabilitation standards and such other suggested <br />improvements which would benefit- the property and the surround- <br />ing area. Following this notification, the LPA will offer <br />advice and assistance to insure that the owner complies <br />with the necessary improvements within the next 12 months. <br />if compliance cannot be obtained, the LPA may then take <br />such action as to acquire the property or may through the <br />police power of the County require that the owner comply <br />with applicable codes and ordinances or demolish the struc- <br />ture at his own expense. <br />As an integral part of this rehabilitation program, pro- <br />perties will be maintained in accordance with the standards <br />of this Plan. Properties not so maintained will be sub- <br />jected to appropriate action by the LPA or the County. <br />The LPA will offer such assistance and advice, will com- <br />plete such demonstrations and will provide such technical <br />services as are found to be necessary to develop and con- <br />duct a successful rehabilitation program. <br />2. Land Acquisition and Clearance <br />Acquisition areas are delineated on the redevelopment plan <br />maps. Land acquisition and clearance will be undertaken <br />® <br />in the CDP area only where structural or blighting condi- <br />tions warrant or the meeting of Redevelopment Plan objec- <br />tives require removal of buildings. <br />Land will be acquired to meet the following o}jectives: <br />-10- <br />
