noon 10 Pncr 220 0 <br />Mr. Ron Ferris, Director of Parks and Recreation, appeared <br />before the Board and introduced Dr. Dave Culkin, Assistant Professor of Recrea- <br />tion Resources Administration and Mrs. Betty West, a graduate student in the <br />Department of Recreation Resources Administration. Dr. Culkin presented a <br />preliminary outline for a Civic Center or Community Center feasibility study and <br />questionnaire and discussed these items with the Board. Commissioner John <br />E. Dotterer moved that the Board note and record the receipt of this data. Comm- <br />issioner Lila P. Nielsen seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Mr. Taylor Uzzell, Chairman of the Lee County Parks and <br />Recreation, appeared before the Board and spoke in opposition to the proposed <br />resolution reorganizing the Parks and Recreation Commission. The Board <br />asked about the resolution number "Resolution No. 2" and Mr. Uzzell stated that <br />the Parks and Recreation Commission had not taken an official position on this draft. <br />Commissioner John E. Dotterer moved that the Board defer consideration of the <br />matter until its next meeting in order to allow the Parks and Recreation time to <br />consider and act upon Resolution No. 2 and to present any substantial objection they <br />might have to such draft. Commissioner Gordon A. Wicker seconded the motion and <br />upon a vote it was unanimously adopted. <br />The Board next heard from Mr. S. F. Westbrook, Tax Supervisor, <br />who presented the list of persons entitled to relief or refunds because of errors in <br />the tax listing records. The list entitled "Monthly Relief Report, July 198111, is <br />attached hereto and by this reference made a part hereof. Commissioner Jack D. <br />Funderburke moved that the proper officials of the County be authorized and directed <br />to make refunds and corrections in keeping with the list submitted to the Board by <br />the Tax Supervisor. Commissioner Lila P. Nielsen seconded the motion and upon a <br />vote it was unanimously adopted. <br />Mr. S. F. Westbrook next discussed with the Board the pending <br />lawsuit between the railroads and the Secretary of Revenue and the Director of the <br />Ad Valorem Tax Division. The North Carolina Association of County Commissioners <br />have requested that Lee County contribute $100. 00 towards a legal defense fund for <br />use by the Association in resisting the law suit and in assisting the state officials in <br />their defense. After discussion, Commissioner John E. Dotterer moved that <br />$100. 00 be appropriated as Lee County's share of legal defense in this matter. <br />Commissioner Jack D. Funderburke seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mr. Nathan Crissman, Tax Collector, appeared before the Board <br />and reported on persons who desired to purchase the County's bid at various tax <br />sales. The list of former owners, property description and party requesting <br />assignment, are as shown on the report entitled "Property by Assignment", a copy of <br />which is attached hereto and by this reference made a part hereof. Mr. Crissman <br />reported that in each instance the County had bid enough to cover the taxes, interest <br />and penalty and all costs and that the assignment would be made upon payment of the <br />amount of the County's bid. Commissioner John E. Dotterer moved that the Chair- <br />man and the Clerk be authorized to execute assignment in keeping with the list <br />
