BOOK D „sE 238' <br />Commissioner Gordon A. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />The letter of Mr. William B. Coleman, County Manager of Chatham <br />County, to Mr. Bill Hartman, County Manager of Lee County, dated August 13, 1981, <br />concerning the establishment of some local oversight on the location of hazardous and <br />chemical waste disposal facilities, was read to the Board. The matter was discussed <br />following which Commissioner Gordon A. Wicker moved that Lee County work with <br />public officials of Chatham and Moore County, to establish some local oversight of <br />the location of hazardous and chemical waste disposal facilities within our area. <br />Commissioner John E. Dotterer seconded the motion and upon a vote it was unanimously <br />adopted. A copy of the resolution is attached hereto and by this reference made a part <br />hereof. <br />The Board next discussed road matters and noted that a street <br />identified as "Dutchess Trail" had been added to the secondary road system and <br />the County Manager was requested to ascertain the location of that road and advise <br />the Board. <br />The Chairman noted that the time was 7:15 p. m. , and the time <br />advertised for the public hearing on the granting of a franchise for cable TV. The <br />Board proceeded to open the public hearing and to allow all interested persons to <br />express themselves upon the subject. No one appeared in opposition and the Board <br />recited the communications they had received since the last reading of the franchise. <br />After all persons who desired to be heard had been afforded the opportunity to be heard, <br />the public hearing was closed upon motion made, seconded and duly adopted. The <br />franchise, as amended at the first hearing was read, following which Commissioner <br />John E. Dotterer moved the adoption of the Ordinance granting a non-exclusive franchise <br />to operate and maintain a cable TV system in Lee County, to Cass Community Antenna <br />TV, Incorporated, for the second and final time. Commissioner Lila P. Nielsen <br />seconded the motion and upon a vote it was unanimously adopted. A copy of the Ordinance <br />is attached to these minutes and by this reference made a part hereof. <br />Mr. Leonard O. Barefoot, Planner, appeared before the Board and <br />presented for consideration by the Board several subdivision plats which had been <br />approved by the Lee County Planning Board. First, he presented the Preliminary <br />Plat for Woodfield Section of Carolina Trace which involves 110 lots located in the <br />southeastern section of the Carolina Trace Development. After review and discussion, <br />Commissioner Gordon A. Wicker moved that the Preliminary Plat be approved. Comm- <br />issioner John E. Dotterer seconded the motion and upon a vote it was unanimously <br />adopted. Second, Mr. Barefoot presented the final plat of the Woodfield Section of <br />Carolina Trace. Mr. Barefoot noted for the record that Washington Street, Detroit <br />Boulevard, Philadelphia Street, Chicago Loop, Cleveland Circle, Buffalo Turn, and <br />Pittsburgh Place, were 50 foot streets which had been granted a variance and that the <br />developers would be posting a bond to secure compliance for the construction of the <br />improvements required by the County ordinance. Commissioner Gordon A. Wicker <br />moved that the Final Plat be approved with the variances noted and conditioned upon <br />the developers filing with the County the requisite security for compliance with the <br />construction of improvements as required by the County Subdivision Ordinance. <br />
