ak\ 10 m,E 250 <br />R E S O L U T I O N <br />® WHEREAS, by virtue of Article 18 of Chapter 160A of the General Statutes <br />of North Carolina, the lack of adequate recreation programs and facilities <br />has been declared a matter of public policy to be a menace to the morals, <br />happiness and welfare of the people in this State; and <br />WHEREAS, in its considered judgment, the Board of Commissioners for <br />the County of Lee believes that an adequate recreation program is necessary <br />and in the best interest of the citizens of Lee County. <br />NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners for the <br />County of Lee: <br />SECTION 1. The there is hereby: created .a commission to be known as the Parks <br />& Recreation Commission of LEE COUNTY. <br />SECTION 2. The Parks & Recreation Commission shall be appointed by the.Board <br />of Commissioners for Lee County and shall consist of nine (9) members. The <br />original appointments shall be for terms as follows: three members for terms <br />expiring June 30, 1982; three members for terms expiring June 30,. 1983; three <br />members for terms expiring June 30, 1984. Appointments shall be made on or before the <br />first day of July of the year in which the term of appointment expires, and <br />shall be effective as of that date, and the terms of office shall be three <br />years each. All appointments shall be for the term stated or until their <br />successors are appointed and qualify for office. Appointments to fill <br />vacancies shall be made by the Board of Commissioners for the remainder of <br />the term of office. <br />SECTION 3. The Parks & Recreation Commission shall appoint from its membership <br />a chairman and such other officers as it may deem necessary for the orderly <br />procedure of its business and may adopt by-laws, rules, regulations and <br />policies governing its procedure not inconsistent with the provisions of the <br />State laws. The Parks & Recreation Commission shall, from time to time, make <br />rules and regulations governing the operation and conduct of the recreation <br />facilities operated by the Parks & Recreation Commission. The Parks & <br />Recreation Commission shall hold regular meetings at such times and places <br />as it may designate. <br />SECTION 4. The Parks & Recreation Commission shall supervise recreation <br />programs at facilities owned or controlled by the Board of Commissioners for <br />the County of Lee or leased or loaned to the Parks & Recreation Commission <br />by the owners therof. The Parks & Recreation Commission shall have complete <br />supervision of the programs provided and conducted on or in connection with <br />the parks, playgrounds, athletic fields and recreation centers provided, and <br />shall have the power to conduct any form of recreation or cultural activity. <br />SECTION 5. The Parks & Recreation Commission may accept any grant, gift, bequest <br />or donation of any personal property offered or made for recreation purposes <br />and, with the approval of the Board of Commissioners for the County of Lee, may <br />accept any grant, gift, or devise of real estate. Any gift, bequest of 'money <br />or other personal property, grant or devise of real estate shall be held, used <br />and finally disposed of in accordance with the terms or conditions under which <br />such grant, gift or devise is made and accepted.
