Nielsen moved that the Director of Social <br />Services be authorized to employ three temporary workers as Eligibility Specialists <br />for two months in carrying out the Federal Energy Program. Commissioner John <br />E. Dotterer seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Donley Gardner, the Administrator of the Central Carolina <br />Hospital, appeared before the Board and gave a report on the amount of indigent <br />care given by that facility during their past fiscal year. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared before <br />the Board and reviewed the report on the activities of his agency. Mr. Buchanan <br />presented a budget for the Sanford-Lee County Airport Development Aid Program <br />(ADAP) Number 5-37-0065-04. The budget was reviewed following which Comm- <br />issioner Lila P. Nielsen moved that any previous budget for said project be rescind- <br />ed and that the Board adopt the budget presented this date, a copy of which is attached <br />hereto and by this reference made a part hereof. Commissioner Jack D. Funderburke <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Paul Aderhold, Building Inspector, and Mr. Hugh G. Brewer, <br />Jr., Maintenance Supervisor, appeared before the Board and presented the summary <br />of the costs as determined by them for the proposed project to rehabilitate the old <br />City Hall for use by the Council On Aging. Their estimate exceed $64, 000. 00. The <br />matter was discussed and reviewed by the Board, following which Commissioner <br />Gordon A. Wicker moved that the Board accept the offer of the City for the old City <br />Hall for use by the Council On Aging. There was no second to the motion. Comm- <br />issioner Dotterer, Commissioner Nielsen and Commissioner Harmon all spoke in <br />support of the programs of the Council On Aging but expressed the opinion that the <br />project for use of the City Hall was too expensive. The Chairman ruled that Comm= <br />issioner Wicker's motion died for the lack of a second, following which Commissioner <br />Jack D. Funderburke moved that the Board decline to accept the offer made by the <br />City of Sanford for the old City Hall building and that the authorities of the City of <br />Sanford be notified of the Board's decision. Commissioner John E. Dotterer seconded <br />the motion and upon a vote it was unanimously adopted. <br />It was reported to the Board that a public hearing has been scheduled <br />on the question of continuing bus service between Durham and Sanford and the <br />hearing will be held in the Lee County Courthouse on November 12, 1981 at 2:00 and <br />7:00 o'clock p. m. <br />The County Manager presented the Budget Amendment entitled <br />"Appropriation Adjustment No. 81100505", which reflects changes in the expenditures <br />and revenues for the Parks & Recreation appropriation. Commissioner John E. Dott- <br />erer moved that the Budget Amendment, a copy of which is attached hereto and by <br />this reference made a part hereof, be adopted. Commissioner Lila P.
