Dotterer joined the meeting and participated <br />in the further deliberations of the Board. <br />Mrs. Benny Hollers, Highway Commissioner, Mr. Henry Jordan, <br />Division Engineer, and Mr. Fred Beck, District Engineer, appeared before the <br />Board and reviewed the Secondary Road Program. Following discussion and review, <br />Commissioner Jack D. Funderburke moved that the Board adopt a resolution providing <br />for work to be done in accordance with the priority list, a copy of which is attached <br />hereto and by this reference made a part hereof. Commissioner John E. Dotterer <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mayor Ralph B. Hunter of the Town of Broadway, appeared before <br />the Board on behalf of the Board of Commissioners for the Town of Broadway and <br />presented a request that the County of Lee financially and otherwise assist the Town <br />of Broadway to improve its water system and connect the same to the water system <br />of the City of Sanford, a copy of which resolution presented by the Mayor, is attached <br />to these minutes and by this reference made a part hereof. The Board discussed <br />Broadway's request and the need for a county wide water system at length but no for- <br />mal action was taken. <br />. Mr. Leonard Barefoot, Planner, appeared before the Board and <br />presented the final plat for the subdivision known as the Quail Ridge Town Houses. <br />Mr. Shackleford of the Health Department also appeared and explained about low <br />pressure septic systems. Based upon the recommendation of the County Planning <br />Board, Commissioner Gordon A. Wicker moved that the final plat of the subdivision <br />known as Quail Ridge Town Houses be approved, upon the developers presenting a <br />letter of credit in an amount of not less than $23, 000. 00 for the necessary improve- <br />ments. Commissioner John E. Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner John E. Dotterer moved that the Board appoint <br />Mrs. Judy Thomas to the Nursing Home Community Advisory Committee, effective <br />as of October 31, 1981, to fill out the unexpired portion of the appointment of Mrs. <br />Helen Collins, who has resigned effective that date. The motion was duly seconded <br />and upon a vote was unanimously adopted. <br />The Board next discussed appointments to the Sanford-Lee County <br />Airport Commission. Commissioner John E. Dotterer nominated Mr. Y. Mack <br />Conder for a position on the Board. Commissioner Gordon A. Wicker nominated <br />Mr. Harold Kelly. There was a discussion, following which Commissioner Gordon <br />A. Wicker moved that further consideration of this matter be tabled until the next <br />regular meeting of the Board. Commissioner John E. Dotterer seconded the motion <br />and upon a vote it was unanimously adopted. <br />
