BOOK ` PAGE fl"' <br />safety employees (H.B. 9801S. 2123). This bill would preempt state authority <br />to determine collective bargaining rules with public safety employees by <br />requiring minimum collective bargaining standards for state and local <br />police, firefighters and EMT personnel. <br />• A second primary will be held on June 24, 2008, for the Democratic <br />Commissioner of Labor position. All election sites will be open and will <br />cost the County an additional $20,000-$25,000 to hold the second primary. <br />Commissioners Brown presented Commissioners that were unable to attend the "Report <br />to the People" program at the Cooperative Extension Office last week with a 4-H pin and <br />presented the 4-H Honorary Member plaque that was presented to the Commissioners at that <br />meeting. The plaque will be hung in the lobby of the Lee County Government Center next to the <br />Commissioners pictures. <br />Commissioner Lemmond moved that a resolution in opposition to the Federal Collective <br />Bargaining Act be approved, a copy of which is attached to these minutes and by this reference <br />made a part hereof, and forwarded to North Carolina's legislative delegates. Upon a vote, the <br />results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Lemmond moved to go into closed session to discuss (1) matters relating <br />to the location or expansion of a business in the area per N.C. Gen. Stat. 143-318.11(a) (4), and <br />(2) a personnel matter per N.C. Gen. Stat. 143-318.11(a) (6). Upon a vote, the results were as <br />follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was in <br />closed session. <br />Commissioner Quiggle left the meeting at this time and did not participate in the closed <br />session discussion. <br />Upon completing business in closed session, Commissioner Paschal moved to go out of <br />closed session. Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Reives, and Shook <br />Nay: None <br />Absent: Quiggle <br />The Chairman ruled the motion had been adopted unanimously. <br />Upon returning to open session, Chairman Brown called the meeting back to order, with all <br />Commissioners present except Commissioner Quiggle. <br />6 <br />
