i <br />BOOK 22 PAGE 116 <br />$57,463 shortfall for inspection services that are contracted with the City of Sanford. County <br />Manager John Crumpton stated the $57,463 represented the difference between what was <br />collected for that service and was based on the formula agreed upon in the contract between the <br />City of Sanford and Lee County. County Manager John Crumpton was asked to rev-visit the <br />contract and formula with the City of Sanford. After some discussion, Commissioner Reives <br />moved to approve Budget Amendment # 051191081#24 as presented. Upon a vote, the results <br />were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented the Monthly Financial Report for April 2008. <br />Commissioner Lemmond moved to accept the report as presented. Upon a vote, the results were <br />as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented the Sandhills Center Quarterly Financial Report for <br />the period ending March 31, 2008. After some discussion, Commissioner Quiggle moved to <br />accept the financial report as presented. Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Report: <br />County Manager John Crumpton discussed the following matters under the Manager's <br />• Presented an amended 2009-2013 Capital Improvement Plan (CIP) without the <br />%4-cent sales tax being considered as a funding source. Projections are based on <br />not raising the property tax in the following two budget years and considering <br />a non-neutral rate in the FY 2012 budget. With the failure of the '/4-cent sales tax, <br />the County will not have significant revenue to allow the County to borrow money <br />in excess of $10,000,000 until the year 2010-2011. The revised CIP will go <br />before the Finance Committee for discussion and a recommendation to the <br />full Board. <br />• Gave an update on the CDBG Project. The closeout public hearing for this <br />project is scheduled for June 16, 2008. The project is going extremely <br />well and almost complete. <br />• Discussed County Assembly Day that will be hosted by the NC Association <br />of County Commissioners for June 10, 2008 in Raleigh. Deadline for registration <br />is June 3, 2008. Commissioners were encouraged to attend. <br />• Discussed a Federal Collective Bargaining Status Report that relates to <br />federal legislation providing for mandatory collective bargaining for public <br />5 <br />
