None <br />The Chairman ruled the motion had been adopted unanimously. <br />No one signed up to speak during the Public Comments section of the meeting. <br />Tax Administrator Dwane Brinson presented a Request for Proposal for legal services for <br />"mortgage-style" tax foreclosures that were discussed with the Board at their May 5, 2008 <br />meeting. Upon the Board's direction, a Request for Qualifications for Legal Services was <br />prepared and presented for consideration. The Request addressed the make-up of the selection <br />committee that would consist of personnel from the Tax Office, the County Manager, two <br />Commissioners, and other members as deemed appropriate. The "mortgage-style" tax <br />foreclosure process is the result of new legislation that increased the Homestead Exemption from <br />$20,500 to $25,000 and the county's current policy on foreclosure procedures, which is currently <br />the in-rim foreclosure method. Mr. Brinson stated the "mortgage-style" method would be handled <br />by a qualified attorney and take liability and legal issues away from the Tax Office. A listing of <br />parcels and the dollar amount Lee County is facing was also furnished to the Board. After some <br />discussion, Commissioner Reives moved to approve the Request for Qualifications for Legal <br />Services, a copy of which is attached to these minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board conducted a public hearing that had been advertised for this date and time to <br />hear comments from the public in reference to Lee County's 2008 Community Development Block <br />Grant (CDBG) Scattered Site Housing Application. Planner Karen Kennedy and Wooten <br />Company representative Patt Crissman discussed the application process which will require a <br />second public hearing in June, advertisement for applicants, applicant interviews for income, <br />ownership and special needs, site inspections/preliminary work write-ups, meeting with the <br />Project Advisory Committee from Lee County, the City of Sanford, and the Town of Broadway to <br />review and prioritize applicants for inclusion in application, and preparation of draft application for <br />funding. The 3-year grant will be for $400,000 and can only be used on owner-occupied <br />
