0 <br />BOOK 22 WE 32 <br />• Minutes from the February 4, 2008 regular meeting; <br />• Tax Releases and Refunds for January 2008 (copy attached); <br />• Audit Contract with Martin Starnes & Associates, <br />• Budget Amendment # 02/18/08#16 (copy attached), <br />• Resolution celebrating 100-years of county unity with the NC Association of County <br />Commissioners (copy attached); <br />• Health Department Records Retention and Disposition Schedule, <br />• Amendment to County Manager's Employment Contract (copy attached); and <br />• Resolution to begin four-year cycle of tax reappraisal (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The following individuals signed up to speak during the Public Comments section of the <br />meeting: <br />• Mr. Keith Clark, 233 Chris Cole Road, Sanford <br />• Mr. Chet Mann, on behalf of the Sanford Area Chamber of Commerce <br />• Mr. Jerry Pedley, on behalf of the Sanford Area Chamber of Commerce <br />• Mr. Don Perry, 2311 Rockwood Drive, Sanford <br />At this time the Board heard a financial presentation by Mr. Ted Cole from Davenport & <br />Company where he discussed the County's existing debt service, payout ratio, existing debt <br />ratios, proposed bond issues, preliminary funding analysis, and historic and projected growth <br />trends. No action was taken. <br />The Board considered a Resolution asking the Board of Elections to hold a special <br />election on a %-cent sales tax. County Manager John Crumpton presented and read a resolution <br />asking the Board of Elections to hold a special election advisory referendum on Tuesday, May 6, <br />2008, for all of Lee County for or against a local sales and use tax at the rate of one-quarter <br />percent (0.25%) in addition to all other State and local sales and use taxes. The Finance <br />Committee had adopted this Resolution at their meeting earlier in the day. After some discussion, <br />Commissioner Lemmond moved to approve a Resolution by the Lee County Board of <br />Commissioners Requesting the Lee County Board of Elections Hold a Special Election Advisory <br />Referendum for the Levy of a Local Sales Tax, a copy of which is attached to these minutes and <br />by this reference made a part hereof. Commissioner Kelly seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Resolution stating the intended use of the 2007 '/-cent sales tax <br />revenue if approved by the voters from the above discussion and vote.
