aZvl:>,_ 0 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION FOR REFORM OF THE NORTH CAROLINA (K-12) PUBLIC EDUCATION <br />SYSTEM <br />WHEREAS, increased educational spending in North Carolina is not translating into enhanced <br />educational outcomes in our public schools; and <br />WHEREAS, a "one size fits all" approach to K-12 education is not adequately producing <br />graduates who are either college ready or immediately capable of meaningful full time <br />employment; and <br />WHEREAS, statewide performance on college preparatory testing reflects diminished <br />readiness for college among our graduating seniors; and <br />WHEREAS, the State Community College system continues to require remediation among <br />more than half of their admissions from North Carolina high schools in reading, writing, or <br />mathematics; and <br />WHEREAS, the opportunity for a sound basic education is constitutionally mandated in North <br />Carolina. <br />NOW THEREFORE BE IT RESOLVED by the Lee County Board of Commissioners that <br />reform of the North Carolina public education system is required as a matter of utmost <br />urgency. <br />A. Reform measures with immediate priority: <br />1. Provide struggling students in grades one through three with intensive classes and <br />instructors to boost reading skills. <br />2. Eliminate employment tenure for teachers while rewarding the most effective <br />teachers with performance bonuses or merit pay increases; employ all teachers on <br />annual contracts that are renewed based on performance. <br />3. Re -purpose DPI into a smaller central agency with a clear focus on curriculum <br />development, standardized testing & measurement, alternative education delivery <br />models, and reducing impediments to learning. <br />4. At local (LEA) level increase emphasis on teachers and classroom learning, less <br />focus on central office and educational bureaucracy. <br />
