LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION TRANSFERRING SCHOOL RESOURCE OFFICER FUNCTIONS AND <br />FUNDING TO THE LEE COUNTY SHERIFF'S OFFICE <br />WHEREAS, each Local Education Agency (LEA) in North Carolina receives funding for school <br />safety officers based upon the number of high schools in the LEA that receive a principal <br />allotment from the At -Risk Student Services/Alternative School funding allocation; and <br />WHEREAS, the Department of Public Instruction data indicate that the vast majority of LEA's <br />have school resource officers (SROs) in their respective high schools and some middle <br />schools and that they use a local law enforcement agency to perform the SRO function; and <br />WHEREAS, the general assembly recognizes that a safe and civil environment in school is <br />necessary in order for students to learn and achieve high academic standards; and <br />WHEREAS, the Lee County Sheriff's Office has the indigenous law enforcement skills, <br />expertise, training, and jurisdiction to effectively administer and oversee an effective school <br />resource officer program in the Lee County Public Schools; and <br />WHEREAS, the funding for SRO staff in Lee County Public Schools should flow to the agency <br />performing the SRO duties and functions. <br />NOW THEREFORE BE IT RESOLVED by the Lee County Board of Commissioners that: <br />1. Effective with the fiscal year 2013-14, Lee County Sheriff shall be assigned the school <br />resource officer (SRO) functions and duties for Lee County Public Schools. <br />2. Funding in the amount of $450,000 per year will be decremented from the school's <br />annual operational budget and transferred to the Sheriff's budget to provide the salary <br />and benefit requirements associated with the SRO duties. <br />3. If required by legal or administrative mandates, the Board of Commissioners supports <br />passage of a local bill in the North Carolina General Assembly to consummate this <br />transfer of functions and funding. <br />Adopted this r� <br />p day of December 2012. <br />_4� ..ti,,�A <br />Chairman <br />Lee County Board of Commissioners <br />ATTEST: <br />"nVI.
