Aft BOOK 22 WE LEE COUNTY Committed Today for a Better Tomorrow MINUTES OF THE FINANCE COMMITTEE MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, STATE OFNORTH CAROLINA JANUARY 22, 2008 The Finance Committee meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened at 5:50 p.m. in the Small Conference Room, Room # 124, Lee County Government Center, 106 Hillcrest Drive, Sanford, North Carolina, immediately following the regular meeting of the Board, held on said date. Commissioners present were James C. Kelly, Robert T. Reives, and Linda A. Shook. Also present for the meeting were County Manager John Crumpton, County Attorney K. R. Hoyle, Finance Director Lisa Minter, and Clerk to the Board Gaynell Lee. Finance Committee Chairman Robert Reives called the meeting to order and the following items were discussed. County Revenue Options - The Committee discussed the Y< percent sales tax and .4% land transfer tax revenue options the Board of Commissioners can put to the vote of the citizens of Lee County. County Manager John Crumpton stated this would be a critical budget year and all departments had been advised to keep their budgets as low as possible. Chairman Reives stated he wants all additional information being requested by the Finance Committee provided to us or the budget request will be decided based on existing data. The Committee will make a recommendation in February as to whether the tax options will be placed on the May or November ballot. No action was taken. Vacant Property - County Manager John Crumpton furnished a report of vacant properties owned by Lee County and the Board of Education that had been requested by Commissioner Kelly. It was agreed to share this information with the full Board to get their input and also recommended we place the listing on the County website to give citizens an opportunity to review surplus property. County Attorney K. R. Hoyle was also asked to report to the Committee on how the County can sell surplus property. E-911 Funds - County Manager John Crumpton stated the collection and disbursement of all 911 fees in North Carolina changed on January 1, 2008. These changes arise from Session Law 2007-383. Under the new law, all 911 service fees will be collected at the rate of $ .70 for each connection (was formerly $1.00 for each connection). Wire line and wireless providers will collect the fees and remit to the North Carolina 911 Board for administration.
