V.B Lee County Market Comparative and Pay Plan Study <br /> Human Resources Director Meta McCune and Joyce McGehee presented the Lee County <br /> Market Comparative and Pay Plan Study, a copy of which is attached and incorporated into <br /> these minutes. County Manager Lisa Minter is requesting Board approval tonight on this <br /> so staff can move forward in the budget process. Ms. <br /> McCune said the difference between the pay grades is .2%. The County is at 4.8% <br /> currently and staff is proposing to be at 5% between grades. Ms. Minter said moving to <br /> 5% would make us more comparable to other counties, and it would benefit both new <br /> and veteran employees. Ms. McCune said the consultant chose the counties Lee <br /> County is losing the most employees to, as well as the closest surrounding counties, to <br /> determine the pay plan. Chairman Smith asked Sheriff Brian Estes for his feedback on <br /> the plan and if it will impact the department. Sheriff Estes said the results were better <br /> than he expected, and he is in 100% support of the plan. Chairman Smith then asked <br /> General Services Director Robert Walters to come and speak on behalf of his <br /> department. Mr. Walters is also in support of the plan. Ms. Minter noted that almost <br /> every position will be affected by the pay plan with the exception of about three <br /> positions, and all will receive a COLA to be determined by the Board with the adoption <br /> of the budget. She said the consultants recommended employees who are past the <br /> midpoint receive salary adjustments as lump sum payments or bonuses after <br /> employees reach the midpoint. That is not the County's current practice and staff would <br /> like to continue with the current processes rather than the lump sum alternative. Ms. Gamble said a site has been identified for the relocation. <br /> The site contains 11.5 acres on Frank Wicker Road, and the property owners <br /> own two parcels that would be included in the purchase, one of which is a small <br /> parcel across the street from the proposed site. The owners have also asked <br /> that a privacy buffer be installed near a church cemetery, which should not be <br /> an issue. Ms. Gamble said the proposed purchase cost is $200,000 purchase <br /> for both parcels. There would be 150 days of due diligence, as a rezoning will be <br /> required and that will take some time to go through the process. Commissioner <br /> Cameron Sharpe noted that rezoning has been a big issue in this area recently <br /> and feels there will be push back since it's near a church and cemetery. Ms. <br /> Giles said the County would look at something similar to the recent convenience <br /> center construction in Rowan County, with the trash drop down concept. There <br /> 4 <br />
