BK:00025 PG:0214 <br />Brown's hands to provide drawings as needed or required. Commissioner Hayes stated he <br />would sleep better knowing children are not at risk in the building. After further discussion, <br />Commissioner Oldham moved to approve the Capital Project Ordinance, a copy of which is <br />attached to these minutes and by this reference made a part hereof, and waive requirements <br />for sealed architectural drawings. The County Manager was also instructed to enter into a <br />contract with Contractor Rex Brown to construct the building at a cost of $29,100. Upon a <br />vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Human Resource Director Joyce McGehee gave a presentation on the recent job <br />classification and compensation study conducted by Springsted Incorporated. Ms. McGehee <br />stated the study provides an overview of current compensation and a recommended action <br />plan. Four options were submitted by Springsted for consideration for employee pay <br />adjustments. Due to budget restraints at this time, no type of pay adjustment is being <br />requested or recommended to the Board. It is the recommendation to continue with the <br />current classification plan and use the new job descriptions and job titles as well as use the <br />new methodology to develop new job descriptions and classify new positions. Commissioner <br />Oldham moved to approve the Classification and Compensation Study, use of the new job <br />descriptions and job titles, and the new methodology to develop new job descriptions to <br />classify new positions. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager John Crumpton discussed with the Board a recent rate increase <br />proposal he had received from Progress Energy. Mr. Crumpton stated that Progress Energy <br />has notified Lee County that they will be presenting an average price increase request of 11 <br />percent to the North Carolina Utilities Commission. The rate increase request hits households <br />and small business the hardest. The residential rate increase is 14 percent and the increase <br />to small business is 11.6 percent. Counties in the Duke Energy region were successful in <br />getting a proposed rate increase in their area reduced two years ago by opposing the rate <br />increase to the Utilities Commission. Lee County's budget impact for this increase is <br />estimated at approximately $43,340 per year. Mr. Crumpton asked the Board to allow staff to <br />draft a resolution opposing the proposed Progress Energy rate increase. Commissioner <br />Womack moved to authorize staff to draft a resolution for the Chairman's signature in <br />opposition to the rate increase as presented.
