<br /> IV.A New Library Project Update
<br /> Victor Vines with Vines Architecture provided a summary of the proposed new
<br /> library project to be located next to OT Sloan Park. An update was last provided to
<br /> the Board in December 2022. The design for the new library, which is anticipated at
<br /> 33,450 square feet, is based on programming features. The schematic design
<br /> included developing the building and its size relative to the program. Vines has
<br /> worked to develop an estimate of construction costs for the project using information
<br /> obtained from Samet/Sanford Contractors and a 3rd party cost estimator to verify
<br /> cost estimates are accurate based on the current market. Due to inflation, costs of
<br /> construction are estimated to be higher than the present available budget. Jeff
<br /> Shroeder with Vines Architecture said that there are certain variables of the project
<br /> that can be manipulated including the size and quality of the facility to amend the
<br /> scope within the current budget. Libraries are designed for a certain life span
<br /> planning for the next 20-30 years. Mr. Shroeder provided various options for value
<br /> engineering, which will impact the cost per square foot, but he cautioned doing too
<br /> much value engineering could have repercussions on the final product not meeting
<br /> the original intent of the project. When the Board last reviewed the project in
<br /> December, the floor plan for the library was about 33,322 square feet, which
<br /> included the multi-purpose room, teen and children's spaces, and provided options
<br /> for roof design where the Board selected Option C to maintain character and
<br /> functionality of the roof. Since then, Vines has worked with Samet/Sanford
<br /> Contractors and a 3rd party cost estimator to provide estimates on the cost of
<br /> construction. The target cost for construction based on the current budget is
<br /> $13,000,000, which put the project over budget. The estimated construction cost
<br /> based on the current design is $18,786,015. Vines evaluated site reductions
<br /> including reducing outdoor spaces, bringing parking down to a code minimum,
<br /> reducing plantings, wood ceilings, converting terrazzo to polished concrete,
<br /> converting wood floor to carpet, reducing storefront by 30%, reducing the canopy by
<br /> 75%, adjusting exterior material, and converting the metal roof to flat roof. The value
<br /> engineering approach would save about $1,278,545, leaving a remaining overage of
<br /> $4,507,430. Other options to reduce cost included reductions to the size of the
<br /> building. Recommendations were broken into three zones - Zone A, B, and C. If all
<br /> value engineering items were implemented including reducing the square footage by
<br /> eliminating Zones A-C, the building would be 24,476 which would include a 19,000
<br /> square foot library and 5,500 square foot multi-purpose space. For reference, the
<br /> existing library is about 18,000 square feet. County Manager Lisa Minter said the
<br /> Board would need to add an additional $5,800,000 to move forward with the library
<br /> based on the current design. Mrs. Minter said that she has consulted with the
<br /> County's financial advisors who have provided that the County the ability to take on
<br /> the additional financing without an impact to the existing tax rate. A cost estimate
<br /> evaluation will be done at each phase of the project so project funds will be
<br /> evaluated to reflect any fluctuations in the market.
