LEE COUNTY <br /> BOARD OF COMMISSIONERS <br /> RESOLUTION SUPPORTING COMPRESSION INCREASES for <br /> NC DIVISION OF JUVENILE JUSTICE AND DELINQUENCY PREVENTION <br /> DETENTION,YOUTH DEVELOPMENT CENTER,AND COURT SERVICES STAFF <br /> WHEREAS, the North Carolina Division of Juvenile Justice and Delinquency Prevention (NCDJJDP) <br /> provides short term secure confinement in Juvenile Detention Centers and long term commitment <br /> services in the State's Youth Development Centers; and <br /> WHEREAS,the NCDJJDP provides community supervision and case management services through Juvenile <br /> Court Services; and <br /> WHEREAS, the overarching mission of NCDJJDP and the local Juvenile Crime Prevention Council is to <br /> provide services and programming to ensure the protection of the community and rehabilitation of <br /> youth offenders; and <br /> WHEREAS, state juvenile facility staff have been passed over for pay increases that would recognize and <br /> reward the experienced staff, and make compensation more competitive as well as ensure qualified <br /> staff recruitment and retention; and <br /> WHEREAS, NCDJJDP facilities are contending with a 54%vacancy rate with some facilities exceeding <br /> 60%, largely due to impact of the pandemic which has driven salaries and wages higher across the <br /> board; and <br /> WHEREAS, NCDJJDP Juvenile Court Services is experiencing a 38%vacancy rate impacting the provision <br /> of intake and supervision services for undisciplined and delinquent juveniles within a continuum of <br /> services that provides care and control within the community setting as an alternative to facility <br /> confinement; and <br /> WHEREAS, Compression Salary Increases for NCDJJDP facility and court services staff were removed <br /> from the state's budget prior to final approval; and <br /> WHEREAS, similar salary adjustments or increases WERE approved for the North Carolina Department of <br /> Public Safety staff in adult facilities; <br /> NOW,THEREFORE BE IT RESOLVED, that Lee County Commissioners support the adequate and timely <br /> increase of the salaries of NCDJJDP facilities and court service staff across the State of North Carolina to <br /> make those positions competitive and to ensure qualified staff are compensated adequately for years of <br /> experience for the purposes of retention, as well as lay the groundwork for recruitment of qualified staff <br /> for youth facilities and community supervision which will ensure the immediate and ongoing protection <br /> of the community and strengthen rehabilitative services for those juveniles most in need. <br /> Ado te;is J day of (11 2023. wt <br /> wt <br /> hai , Lee County ar of Commissioners t e ard\o4 County Commissioners <br /> ® CAg01� FILED <br /> LEE COUNTY NC <br /> PAMELA G.
