McNeill, Zoning Administrator <br /> DATE: February 6, 2023 <br /> REF: Planning Board Recommendation Regarding a UDO Text Amendment to Allow <br /> Religious Complexes (Churches) in the Central Business District (CBD) Zoning <br /> Classification <br /> PLANNING BOARD RECOMMENDATION: <br /> The Planning Board met on January 9th and recommended by a unanimous vote that the <br /> Commissioners approve the UDO text amendment to allow religious complexes (churches) in the <br /> Central Business District(CBD)zoning classification. <br /> As a reminder, the Commissioners should make two votes regarding this matter. Sample motions <br /> are provided for your reference. Council is always welcome to draft a unique motion if preferred. <br /> Also, the City Council may acknowledge that the zoning map amendment is not consistent with <br /> the Plan SanLee long range plan and still vote to approve the request. <br /> VOTE #1: APPROVE A STATEMENT ON CONSISTENCY WITH THE PLAN SANLEE <br /> AS IT RELATES TO THIS UDO TEXT AMENDMENT: <br /> Motion Option 1:I make a motion that the propose zoning map amendment IS consistent with the <br /> Plan Sanlee long-range plan because the Central Business District(CBD)zoning classification is <br /> associated with the Downtown designation, which lists civic organizations, pubic gathering <br /> spaces, and churches as civic-type land uses associated for this area. <br /> Motion Option 2: I make a motion that the propose zoning map amendment IS NOT consistent <br /> with the Plan Sanlee long-range plan because the Central Business District (CBD) zoning <br /> classification is defined as having a high intensity commercial core and mixed-use urban <br /> environment. <br /> Motion Option 3 - Uniaue motion: The Commissioners are free to create a unique motion based <br /> on different articulated findings,information that was provided during the public hearing, or other <br /> matters deemed important by the Board. <br />
