Human Services director takes on all responsibilities of the Health Director and Social <br /> Services Director, but may delegate responsibilities to those directors, preferably in <br /> writing. The Director's position can be a third person or a joint position. One issue to <br /> consider is that Administration, Finance and Human Resources will be responsible for <br /> more employees if consolidation occurs. Dr. Crumpton said a consolidated HHS agency <br /> will be easier for employees because they will now follow the county's policies instead of <br /> the State Human Resource Act. He said it will be easier to follow just one County policy <br /> rather than multiple. Chairman Smith asked if the County would do this prior to the <br /> budget process. Dr. Crumpton said yes, because then the Board could make it effective <br /> July 1, 2023, with the new budget. He believes it would work for the advantage of <br /> everyone. The personnel policy should be changed and in place before the consolidation <br /> steps are voted on by the Board. Ms. Parrish said that we can present information about <br /> the Consolidated Health and Human Services Board to the Board of Health and DSS <br /> Board to provide information and to for feedback. He said he hopes to connect the vision of the land use plan with the <br /> tools we use to get there (LIDO). UDO Phase 1 mainly affects the city and high-density <br /> areas. UDO Phase 2 concerns multifamily and non-residential areas. Mr. Downey noted <br /> that annexation does affect the UDO and land use plan and that it would be better if all <br /> three entities (Lee County, City of Sanford and Town of Broadway) work together and <br /> agree on what's best for all areas. PlanSanLee is only six years old, but staff is updating <br /> it to consider future growth. Mr. Downey said the plan is just a vision, but zoning is what <br /> dictates developments. He recommended urban boundaries be agreed upon by the City, <br /> County and Broadway. <br /> Chairman Smith turned the gavel over to Vice-Chairman Andre Knecht and left at <br /> 12:03 p.m. <br /> GIS Strategic Services Director Don Kovasckitz illustrated development pressure in <br /> the community. He said that each month, we have a TRC meeting where developers <br /> will propose new developments or restaurants, etc. <br />
