VI.A Approval of the MOU for the Fourth Spec Building <br /> County Attorney Whitney Parrish said the County is being asked to approve the <br /> MOU for the fourth spec building on the condition that the MOU for shell building #3 <br /> is terminated before we execute the new MOU. In this MOU, the County will enter <br /> into a lease of up to 24 months in the amount of$28,381.88 per month for the first 12 <br /> months, for a total of$340,582.50, and up to $32791.17 for the second 12 months, <br /> for a total of$393,494. The developers at Central Carolina Enterprise Park have <br /> asked the City of Sanford and the County to consider participating in another <br /> economic development activity for a shell building at CCEP, and understand the <br /> condition. The County held a public hearing at the December 19, 2022 meeting and <br /> one person spoke in favor of it. Commissioner Lovick expressed that this discussion is not about Life <br /> Springs Church and is only about the process for how the County awards monies to <br /> organizations. His issues were the quickness of the decision and he felt that there <br /> should have been more time to review the request, as well as more time to consider <br /> other organizations'requests. Commissioner Reives wondered if the request even <br /> qualifies per County policies. The Dream Center does not currently have 501(c)(3) <br /> non-profit status, but is in the process of receiving it. The County has not received <br /> documentation of the Dream Center's status. Commissioner Reives noted that it was <br /> a requirement that organizations provide documentation with their application. <br /> County Attorney Whitney Parrish said Life Springs Action Team has filed for non- <br /> profit status, but they have not received the IRS determination yet. Staff met with <br /> them and explained that the County could not enter into a contract with them until <br /> they receive their Determination Letter, per Board policy.
