After further discussion, <br />Commissioner Oldham moved to approve the Capital Project Ordinance, a copy of which is <br />attached to these minutes and by this reference made a part hereof, and waive requirements <br />for sealed architectural drawings. The County Manager was also instructed to enter into a <br />contract with Contractor Rex Brown to construct the building at a cost of $29,100. Upon a <br />vote, the results were as follows: A <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and mack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Human Resource Director Joyce McGehee gave sentation on thevFrecent job <br />classification and compensation study conducted by Spr' sted ,,incorporated. Ms. McGehee <br />stated the study provides an overview of current co �' atior, a recommended action <br />plan. Four options were submitted by Springsted fo aeration for employee pay <br />adjustments. Due to budget restraints at this time, no of pay adjustment is being <br />requested or recommended to the Board. It is the recom n to continue with the <br />current classification plan and use the new job descriptions and titles as well as use the <br />new methodology to develop new job des ions and classify n positions. Commissioner <br />�i;/ <br />Oldham moved to approve the Classificat' ompensation Study, use of the new job <br />descriptions and job titles, and the new It develop new job descriptions to <br />classify new positions. Mr. Crumpton stated that Progress Energy <br />has notified County that th " will be presenting an average price increase request of 11 <br />percent Carolina Uflities Commission. The rate increase request hits households <br />and s II busines a hardest. The residential rate increase is 14 percent and the increase <br />to business i 1.6 percent. Counties in the Duke Energy region were successful in <br />getting oposed a increase in their area reduced two years ago by opposing the rate <br />increase e U ties Commission. Lee County's budget impact for this increase is <br />estimated a imately $43,340 per year. Mr. Crumpton asked the Board to allow staff to <br />draft a resolu n opposing the proposed Progress Energy rate increase. Commissioner <br />Womack moved to authorize staff to draft a resolution for the Chairman's signature in <br />opposition to the rate increase as presented.
