041 <br />a price increase when the merger was sold to the public with the expectation of <br />lowering operating costs. <br />Section 3. Given the difficult local and State budget circumstances, any rate increases <br />should be made effective in the future at the beginning of governmental fiscal <br />years to assist in budget planning. <br />Section 4. The County Manager, with the assistance of the County Attorney, is authorized to <br />convey this resolution to the North Carolina Utilities Commission, and to submit <br />written comments as appropriate in support of this resolution. <br />Section 5. The County Clerk will forward copies of this resolution to the local North Carolina <br />Senate and House legislative delegations along with the North Carolina <br />Association of County Commissioners and other counties across the State. <br />Section 6.
