l <br />County Manager's Report — November 19, 2012 <br />Ongoina Projects <br />Clyde Rhyne Road - Industrial Park Project - The Wooten Company continues to push <br />permitting through the process. They have done a very good job in working with NCDOT and <br />DENR on getting this project permitted. We are waiting on our last permit from DWQ. Once that <br />permit is obtained we can begin easement acquisition and move toward bidding the project. <br />This project needs to be given a notice to proceed by February 15, 2013 to comply with our <br />EDA grant. The only hold up that we see is the easement acquisition from adjoining property <br />owners. I will keep you updated on that progress. <br />Courthouse /Basement Project - The Contractor for the basement renovation is now 95 <br />percent complete. We are now expecting the contractor to be complete by the end of <br />November. County and City Staff were successful in getting the backup 911 plan certified by <br />the State 911 Board. Staff is now working on a grant application for the purchase of equipment <br />in the center. Certification will also allow us to charge certain expenses to the 911 Fund. This <br />will allow us to access more 911 funds from the State in future years. <br />Dr. Howard /Dr. James — Property Acquisition — The County completed the transaction of <br />obtaining these properties on November 1 ". The closing was handled locally by Attorney Jimmy <br />Love. The Community College is already beginning plans for how to renovate the Steele Street <br />Building. I expect them to bring plans as part of their CIP request to the County. Once again <br />they are trying to find other funding sources to complete their plans. I have met and made <br />contact with all the rental tenants in the building. We do have some security issues that need to <br />be addressed. I met with the City Manager concerning some of those issues. The City owns <br />the parking lots around the building and they also have an interest in beautification and security. <br />We will be working with them to address those issues. The Summit Building is being cleaned <br />and readied for Administration, Finance, Legal, GIS and Human Resources to move into the <br />building. We expect that move to take place the week of December 3 rd <br />Other Items <br />County Strategic Planning Process Update — Dan Parks and Ted Abernathy representing the <br />SBTDC have started their meetings with community leaders. The purpose of this phase of the <br />process is to get input from various stakeholders concerning economic development in Lee <br />County. The list of people to interview was gathered during the meetings that Mr. Parks and Mr. <br />Abernathy conducted with the Commissioners and County staff. The stakeholder meetings will <br />take a couple of weeks. After that Dan and Ted will be meeting with the Board to discuss the <br />results of their fact finding efforts. <br />Sanford Lee County Airport Authority —The Authority has been notified that they can move <br />forward with the Design, Engineering and Bidding of the Airport Rehabilitation and Improvement <br />Project by the Division of Aviation (DOT). The Authority has received notice to proceed and <br />
