BK - 00025 PG:0197
approved in the Human Resource 2012 -13 budget. Ms. McGehee stated the County will
reward employees who participate in the wellness program by reducing monthly premiums $25
per month beginning August 1, 2013. Employees enrolled in the HSA Plan will receive a
$1,000 contribution into their HSA account each benefit year. Those that do not participate in
the programs will continue to pay premiums at the stated rate and those in the HSA Plan will
receive a $700 contribution to their account. Currently 204 employees are enrolled in the HSA
Plan and 140 are enrolled in the PPO Plan. After discussion, Commissioner Womack moved
to approve implementation of the Employee Wellness Program with Central Carolina Hospital.
Upon a vote, the results were as follows:
Aye: Hayes, Oldham, Parks, Paschal, Shook, and Womack
Nay: None
Absent: Reives
The Chairman ruled the motion had been adopted unanimously.
The Board considered a Resolution in Support of the Endor Iron Furnace Restoration
Project that was added to the agenda at the beginning of the meeting. Commissioner Womack
read the Resolution and Commissioner Parks moved to approve the Resolution, a copy of
which is attached to these minutes and by this reference made a part hereof. Upon a vote, the
results were as follows:
Aye: Hayes, Oldham, Parks, Paschal, Shook, and Womack
Nay: None
Absent: Reives
The Chairman ruled the motion had been adopted unanimously.
The Board considered an Interlocal Agreement with the Sanford -Lee County Airport
Authority for Airport Manager services. County Manager John Crumpton stated the Sanford -
Lee County Airport Authority recently decided to hire an Airport Manager that would report
directly to them. This was due to the recent retirement of EDC Director Bob Heuts and Airport
Manager Dan Swanson. Essentially both of these individuals ran the Airport operations. The
Airport Authority decided to hire a professional Manager who could handle the field and
administrative operations and a full compensation package needed to be put in place.
Therefore, the Airport Authority is asking the County's support in providing such a package.
Mr. Crumpton outlined the Interlocal Agreement that stated Lee County would agree to employ
an Airport Manager selected by the Airport Authority who would be entitled to health insurance,
retirement plans, and all other benefits offered to regular county employees. The Airport
Authority will be responsible for setting the pay scale and range for any employees hired and
will notify the Lee County Human Resources Department of new hires pay rates and any
changes during their employment. All employees will be paid by the rules and regulations of
the Fair Labor Standards Guidelines and the County will be reimbursed the cost for all payroll
costs for airport employees, including salaries and wages, payroll taxes, benefits costs, and
any other employee costs that are an expense to Lee County. After discussion, Commissioner
Oldham moved to approve the Interlocal Agreement with the Sanford -Lee County Airport
