BK -00025 PG-0206 STATE OF NORTH CAROLINA COUNTY OF LEE MANAGER SERVICES INTERLOCAL AGREEMENT FOR SANFORD -LEE COUNTY AIRPORT THIS AGREEMENT is made and entered into this 15 day of October 2012, by and between Lee County and the Sanford Lee County Airport Authority. WITNESSETH: WHEREAS, on February 18, 2003 Lee County entered into an agreement with the City of Sanford to relocate the Sanford -Lee County Airport to the northern part of Lee County to serve as a reliever facility for Raleigh- Durham Airport; and WHEREAS, in 1991 the North Carolina General Assembly created the Sanford Lee County Regional Airport Authority as a body corporate and public for the purpose of operating the Sanford Lee County Airport; and WHEREAS, the Sanford Lee County Airport has grown from 35 planes being located at the airport in 2003 to over 120 planes today; and WHEREAS, due to the retirement of Bob Heuts, who served as Airport Executive as part of his duties as Lee County Economic Development Director, and the recent resignation of Dan Swanson as the contracted airport manager, the Authority desires to hire an Airport Manager. NOW, THEREORE, for and in consideration of future compensation made to Lee County by the Sanford Lee County Airport Authority, the parties hereto agree to the following: 1) The Sanford Lee County Airport Authority respectfully requests that Lee County agree to employ an airport manager selected by the Airport Authority. The airport manager will be entitled to health insurance, retirement plans, and all other benefits offered to regular county employees. Benefit eligibility guidelines will not deviate from those of Lee County Government employees. 2) The airport authority may at its discretion offer similar arrangements to other prospective employees with the approval and consent of the County Manager. 3) The Sanford Lee County Airport Authority will be responsible for setting the pay scales and ranges for these employees. The Authority will notify the Lee County Human Resources Director of new hires pay rates and any changes to the same during their employment. 4) All County employees employed for the Airport Authority shall be excluded from the provisions of the County Personnel Resolution and shall be employees at will and may be relieved of their duties and have their employment terminated by the Airport Authority. 5) The Sanford Lee County Airport Authority shall ensure that all employees are paid by the rules and regulations of the Fair Labor Standards Guidelines.
