MANAGERS' REPORTS <br /> VII.A October 2022 Financial Report <br /> Finance Director Candace Iceman presented the October 2022 Financial <br /> Report to the Board. The targeted balance for expenditures at this point in the <br /> fiscal year is 33.33%. Due to the inclusion of encumbrances and <br /> quarterly/annual appropriations, many departments are over the targeted <br /> balance. If encumbrances are excluded, the departments that are over the <br /> targeted balance are the Governing Body, Finance, Internal Services, IT, <br /> Juvenile Detention, and Emergency Services. The Governing Body, Finance, <br /> and IT are all over due to the payment of annual expenses such as dues, <br /> maintenance agreements and professional services. Internal Services is over <br /> due to the Employee Computer Purchase Program. Juvenile Detention is over <br /> due to the increase in Lee County juveniles being held in detention. Emergency <br /> Services is over due to capital outlay purchases. <br /> October 2022 Financial Report.pdf <br /> V113 Manager's Report <br /> County Manager Dr. John Crumpton provided the Board with several personnel <br /> changes occurring within the organization. General Services Director Russell Spivey <br /> retired last week and Deputy Director Robbie Walters has taken over as Director. <br /> Mr. Walters' former position as Deputy Director is now open and has been posted. <br /> Development Services Director Santiago Giraldo announced his resignation will be <br /> the end of this month and there will be some restructuring to the departments. <br /> Development Services will now fall under Mr. Walters in General Services; however, <br /> that still creates a position that is open for the Development Services Director. <br /> Human Resources Director Joyce McGehee also announced her retirement at the <br /> end of January 2023, Meta McCune will step in as Director. Her position, or another <br /> Human Resources position will also be posted. <br /> Vlll. COMMISSIONERS' COMMENTS <br /> IX. CLOSED SESSION <br /> Motion: Motion to go into closed session per N.C. General Statute § 143- <br /> 318.11(a)(4) to discuss matters relating to the location or expansion of <br /> business, per N.C. General Statute § 143-318.11(a)(3) to consult with our <br /> attorney to preserve the attorney-client privilege, and per N.C. General Statute <br /> § 143-318.11(a)(6) to consider the qualifications, competence, performance, or <br /> condition of appointment of a public officer or employee or prospective <br /> public officer or employee.
