County Manager's Report — November 14, 2022
Onqoinq Proiects
Moore Training Facility - CCCC — At the Commissioners meeting on October 31, the
Commissioners approved a new project cost form for Terraquest at the Moore Training
Facility. Work on this new project has begun with the Company beginning the process of
drilling 4 new wells near the building. In new phase of work, vacuum process to remove
additional contaminated material from the ground started on November 3rd. This process
will take another 15 to 30 days. At the end of this phase, additional testing will be
conducted to see what material is left and then has to be removed. Incrementally we are
getting close to being at a point where we will just be monitoring the wells until we can
get the letter of no further action from the State. Terraquest has asked for no further
action letters on all wells on site except for the ones around the contaminated area.
Multi-Sports Complex —Agenda Item.
Horton Pool — This project is back moving after the change order was approved for the
unsuitable soils underneath the bathhouse building. The contractor is pressing forward
with renovation of the bath house. Unsuitable soils have been removed and new soil
along with the rock base are being put in place. The Pool contractor has obtained the
required permit from our Local Health Department. Demolition work is complete and the
contractor has started to work on the new pool construction. The revised timeline has the
substantial completion of this project on May 1, 2023.
Hale Center — Bids came in almost twice what was budgeted for the HVAC upgrades.
We are proceeding with the roof upgrade bids and should have this out to bid very soon.
Staff is concerned about the rising costs and the time it will take to complete these
projects. Unless costs and time lines come down, this project may be put on hold for 6
to 12 months.
Library Building Project —Agenda Item.
Historic Courthouse — Staff is working on the architect contract for this project. The
contract will be presented to the Commissioners at the December 5, 2022 meeting.
Reports
Tax — The Tax Department Collections report for October is attached.
Community Development — The November Technical Review Committee Agenda is
attached.
Building Inspections — Attached are the monthly inspection reports for September and
October.
