II.K Consideration of the Appointment of James Alexander Ammons to the Fire Advisory <br /> Board <br /> III. PUBLIC COMMENTS <br /> No public comments were received. <br /> IV. OLD BUSINESS <br /> IV.A Discussion of Youth Representation at Board of Commissioner Meetings <br /> Dr. Bill Stone, Director of the Cooperative Extension - Lee County Center, gave the <br /> Board a presentation regarding a potential youth perspective at Board of <br /> Commissioner meetings. Dr. Stone provided greater detail about the purpose of the <br /> initiative, youth eligibility requirements, structure of the youth representative position, <br /> role of the representative, as well as overall expectations. The Cooperative <br /> Extension Director would be responsible for facilitating the youth representative seat <br /> on behalf of the Young Commissioners and Youth Council. There is a photo release <br /> form already in use and could also be used for this seat. Commissioner Sharpe <br /> would support a youth sitting on County committees, but not to have them seated on <br /> the board or with the Clerk. Dr. Stone said the youth representative would be more <br /> of a youth advocate and present at meetings and could provide input as requested, <br /> but would not take an active role in the business of the board. The Young <br /> Commissioners is a 4-H Club for students in grades 8th-1Oth. It is a two-week <br /> program that focuses on civics and government. The Youth Council functions as a <br /> County committee. <br /> Commissioner Reives, while not in attendance, asked that the following be read for <br /> the record.- <br /> "I oppose placing a youth on an elected board; however, I support and recommend <br /> adding a youth seat to all or any one of the 27 boards and commissions we already <br /> have in place. I also ask that the Board recognize that this proposed policy is limited <br /> to only those youth who are members of one of the existing programs, Youth Council <br /> or the Young Commissioners club. Other students are ineligible according to this <br /> policy regardless of their interest or capabilities. Moreover, it does not address an <br /> age limit or I may have overlooked it. I'm open to youth participation in local <br /> government in the right arena. I hope the Board will consider my concerns.
