B. <br />XX Information <br />Meeting Date: October 15, 2012 — Action Item <br />Consent Agenda <br />SUBJECT Field House Project at Southern Lee High School <br />DEPARTMENT Administration <br />CONTACT PERSON John Crumpton <br />REQUEST Update on Field House Project at Southern Lee High School <br />SUMMARY In an effort to make the Field House Project simpler, the Baseball Boosters <br />have proposed reducing the scope of the project. The new facility is only 1200 square feet. The Boosters <br />are hiring Rex Brown, General Contractor to construct the building. Basically, Mr. Brown is donating his time <br />to the project. The only cost to the project will now be materials. The estimated cost for construction is <br />$29,000. The Boosters are requesting that the Board of Commissioners allow them to build the facility <br />without bidding the project and allow them to pay all the bills. <br />BUDGET IMPACT No County dollars are involved with the project. <br />ATTACHMENT(S) (1) Summary of Costs for the Project <br />(2) Building Drawing <br />(3) Site Plan for Building <br />(4) Original Resolution passed by the Board of Commissioners <br />PUBLIC HEARING No <br />PRIOR BOARD ACTION The Board previously approved a resolution in June that would have <br />allowed this construction by the Southern Lee Baseball Boosters. When the BOE requested changes to the <br />resolution concerns developed and the next action was a recommendation by the Interim County Attorney <br />to require the County to take over the project due to cost and bidding statute concerns. <br />RECOMMENDATION Allow the first Resolution to stay in place and require the Southern Lee <br />Baseball Boosters to have drawings with an engineer or architect's seal, proper building permits and <br />agreement with the General Contractor that requires payment of all invoices and proof of proper insurance <br />coverage. The Board of Commissioners will also waive the requirement for bidding since the project is <br />below the level that requires informal bidding under North Carolina General Statutes. <br />
