BK:00025 PG:0084 <br />Commissioner Parks moved to approve the Consent Agenda which consisted of the following <br />items: <br />• Minutes from the October 18, 2010, May 21, 2012, and August 20, 2012 closed <br />session minutes, <br />• Minutes from the August 20, 2012 regular meeting, <br />• FY 2012 -13 Seniors Health Insurance Information (SHIIP) Grant (copy attached), <br />• Letter of appreciation to Lowe's Hardware for assistance at Buchanan Park, <br />• Bid to Carolina Advanced Digital in the amount of $24,056.30 for network hardware <br />for the new Emergency Management offices (copy attached), <br />• Request for Proposal to The Wooten Company for the FY 2011 CDBG Project <br />(copy attached), <br />• Budget Amendment # 09/17/12/02 (copy attached), and <br />• Resolution of appreciation for Bob Heuts (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Pursuant to N.C. General Statute 153A -52.1, Chairman Shook opened the floor for Public <br />Comments. The following signed up to speak and were allowed 3 minutes for comments: <br />Mr. Kirk Smith, 3108 Avents Ferry Road, Sanford (Constitution Day) <br />Mr. Ron Hewett, 608 Valley Road, Sanford (Strategic Plan as recommended in the <br />Evergreen Audit) <br />Community Development Director Bob Bridwell gave an update on the Endor Iron Furnace <br />project. Mr. Bridwell stated that in 2002, members of the Railroad House began a campaign to save the <br />Endor Iron Furnace. Working with the Triangle Land Conservancy (TLC), the Endor Iron Furnace site <br />and the surrounding 400 plus acres adjacent to the Deep River was acquired as part of the TLC land <br />conservancy program. Ownership of the property was transferred to the State of NC Department of <br />Cultural Resources. As part of the original Memorandum of Understanding, TLC committed to <br />management of the property in an assumed working relationship with the Railroad House Museum. At <br />this time, the Railroad House Museum began fund raising efforts that continue today. No action was <br />taken but Chairman Shook asked that a cost analysis be provided as to how much money would be <br />needed to restore the Furnace. <br />The Board considered appointments to the Local Firemen's Relief Fund Board. Chairman <br />Shook, on behalf of Donald Andrews Chairman of the Lee County Fire Advisory Board stated that each <br />fire department is made up of three local members and two members appointed by the Board of <br />Commissioners. Each fire department will forward annual funds that are not appropriated to the North <br />Carolina State Firemen's Association Two appointments need to be made to serve on all the volunteer <br />fire department boards and one to serve on the Cape Fear Fire Department Board. In September 2011 <br />Commissioners appointed Commissioner Linda Shook and Donald Andrews to serve on the Fire <br />Department Relief Fund Board and Commissioner Charlie Parks to serve on the Cape Fear Board <br />along with Commissioner Shook. After discussion, Commissioner Reives moved to reappoint <br />
