ITEMS OF BUSINESS
ILA ARPA Funding
Assistant County Manager Lisa Minter presented an overview and proposal of the County's
ARPA funds. The Board has appropriated the full $11,999,847 of ARPA funding; however, $8
million has been allocated to salaries for the Sheriff's Office, Jail, and SROs to free up general
fund money to maximize the benefit and reduce the administrative burden. The $8 million has
been appropriated as follows: $2 million to the new library for Board of Commissioners
chamberlmulti-purpose room; $576,000 for the Bob Hales Renovation; $315,00 to the OMI
Service Project; $159,000 for a jail full body scanner, $850,000 for affordable housing/Brick
Capital project and bringing that to the Board in September. There is $4,100,000 left. Ms.
Minter is asking the Board to take action on the actionable items/green section of the ARPA
proposal, which totals $1,281,000. Department heads will address the board with greater detail
outlining the anticipated implementation of programs in their respective departments at a future
board meeting. The yellow "future proposal"section along with the remaining unknown costs
section would be assessed at a later date to allow time to identify pricing and feasibility of
implementation. Additionally, the staff encouraged the board to reserve the remaining
$1,550,225 to address Mental Health in Lee County. Commissioner Reives would like to have
an online resource for all entities to have access to look up individuals'status in the mental
health process. The Chair and staff are currently looking into several methods in how to do this.
A copy of the proposal is attached and included in these minutes.
Aug 29 BOC Packetv5.pdf
ARPA Proposal Aug2022 Presentation.pptx
Motion: Motion to move forward with actionable proposals in the amount of
$1,281,000.
Mover: Robert Reives
For: 7 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk Smith, Bill
Carver, Mark Lovick
Motion Result: Passed
Motion: Motion to appropriate $1,550,225 for mental health services.
Mover: Robert Reives
For: 7 -Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe, Kirk Smith, Bill
Carver, Mark Lovick
Motion Result: Passed
113 Legislative Goals Discussion
The legislative goals are due to the North Carolina Association of County Commissioners
(NCACC) by September 12th, and will go through the NCACC Board committees, then the
executive committee and on to the General Assembly if the goals are approved by the NCACC.
2
