n- LEE COUNTY BOARD OF COMMISSIONERS MCSWAIN EXTENSION EDUCATION AND AGRICULTURE CENTER 2420 TRAMWAY ROAD SANFORD, NC 27330 August 29, 2022 MINUTES Roll Call Present: Arianna Lavallee, Robert Reives, Cameron Sharpe, Kirk Smith, Bill Carver, Mark Lovick CALL TO ORDER Chairman Smith called the meeting to order at 6:00 p.m. INVOCATION Chairman Smith provided an invocation and led the Board in the Pledge of Allegiance. PLEDGE OF ALLEGIANCE I. PUBLIC HEARING I.A Public Hearing on a Proposed Application in partnership with Brick Capital Community Development Corporation for Community Development Block Grant Funding Community Development Director Karen Kennedy provided the Board with information on the application process for the Community Development Block Grant (CDBG). The purpose of this required public hearing is to allow residents an opportunity to express views concerning community development priorities, available funds and eligible activities and review of program compliance prior to the County's project-specific applications to the state administering agencies. This federal funding comes from the United States Department of Housing and Urban Development (U.S. HUD) and must meet one of the following national objectives: 1. benefit low- and moderate-income persons, 2. prevent or eliminate slum and blight; and 3. address an urgent need. Commissioner Knecht arrived at 6:07pm. Staff from the County, City of Sanford, Triangle J Council of Governments and Brick Capital Community Development Corporation are working together on the application, but the application will be written through the City of Sanford. The application may be submitted under the Neighborhood Revitalization category for a maximum award of$950,000. There is no matching funds requirement; however, there will be a local financial commitment by the City and County and funds will not be returned to the municipalities upon sale of the units. No 1
