n- <br /> LEE COUNTY BOARD OF COMMISSIONERS <br /> MCSWAIN EXTENSION EDUCATION AND AGRICULTURE CENTER <br /> 2420 TRAMWAY ROAD <br /> SANFORD, NC 27330 <br /> August 29, 2022 <br /> MINUTES <br /> Roll Call <br /> Present: Arianna Lavallee, Robert Reives, Cameron Sharpe, Kirk Smith, Bill Carver, Mark Lovick <br /> CALL TO ORDER <br /> Chairman Smith called the meeting to order at 6:00 p.m. <br /> INVOCATION <br /> Chairman Smith provided an invocation and led the Board in the Pledge of Allegiance. <br /> PLEDGE OF ALLEGIANCE <br /> I. PUBLIC HEARING <br /> I.A Public Hearing on a Proposed Application in partnership with Brick Capital Community <br /> Development Corporation for Community Development Block Grant Funding <br /> Community Development Director Karen Kennedy provided the Board with information on the <br /> application process for the Community Development Block Grant (CDBG). The purpose of this <br /> required public hearing is to allow residents an opportunity to express views concerning <br /> community development priorities, available funds and eligible activities and review of program <br /> compliance prior to the County's project-specific applications to the state administering <br /> agencies. This federal funding comes from the United States Department of Housing and <br /> Urban Development (U.S. HUD) and must meet one of the following national objectives: 1. <br /> benefit low- and moderate-income persons, 2. prevent or eliminate slum and blight; and 3. <br /> address an urgent need. <br /> Commissioner Knecht arrived at 6:07pm. <br /> Staff from the County, City of Sanford, Triangle J Council of Governments and Brick Capital <br /> Community Development Corporation are working together on the application, but the <br /> application will be written through the City of Sanford. The application may be submitted under <br /> the Neighborhood Revitalization category for a maximum award of$950,000. There is no <br /> matching funds requirement; however, there will be a local financial commitment by the City <br /> and County and funds will not be returned to the municipalities upon sale of the units.
