information. Commissioner Carver asked to support the idea that NCACC look at
the ESG scores and how they may adversely impact the County's credit report.
Motion: Motion to urge NC General Assembly to write legislation to ban the
use of "environmental, social, and governance metrics" by U.S. financial
institutions and investment services in providing loans for individuals,
businesses, and local governments.
Mover: Kirk Smith
For: 7 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe,
Kirk Smith, Bill Carver, Mark Lovick
Motion Result: Passed
VI. NEW BUSINESS
VI.A Approval of updated MOU with Mr. O.T. Sloan for removal of conditions at
O.T. Sloan Park
County Manager Dr. John Crumpton said as a reminder in 2007, Lee County
acquired 9.45 acres that is known as OT. Sloan Park. The land was purchased
through funds provided by Mr. O.T. Sloan, Jr. with the stipulation that the
property would be used as a recreational area named after Mr. O.T. Sloan. The
County is interested in using a part of the property for the location of a new
library. The library use would not comply with the parks and recreation
restriction, so a request was issued to Mr. Sloan, Jr. to consent to waive the
restriction to allow the County the right to use a part of what is designated as
O.T. Sloan Park for the new library. The remaining property would continue to be
used and maintained for parks and recreational purposes. Mr. O.T. Sloan, Jr.
has consented to this arrangement and has signed a Memorandum of
Understanding memorializing the change.
Memorandum of Agreement - O.T. Sloan - Final - Signed.pdf
Motion: Motion to approve the updated Memorandum of Understanding with
Mr. O.T. Sloan for removal of conditions at O.T. Sloan Park.
Mover: Arianna Lavallee
For: 7 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe,
Kirk Smith, Bill Carver, Mark Lovick
Motion Result: Passed
VI.B Tax Collector's Annual Settlement
Each year the Tax Collector must make settlement with the governing board per
NCGS 105-373. This year staff obtained a collection rate of 99.19%. As part of the
settlement, the governing board charges the Tax Collector with collecting taxes for
the current fiscal year (FY 2023 in this instance) and prior fiscal years with unpaid
taxes. This "charge"gives the Tax Collector authority to use enforced collection
measures and it gives legal notice that the tax lien is first in priority. A report of all
unpaid real and personal property is available in the clerk's office and posted on the
Commissioners' website. Tax Collections Manager Denette Fitzpatrick presented the
Tax Collector's Annual Settlement.
Affidavit July 2022.pdf
Tax Collectors Report for FY 2022.pdf
Historic Analysis Chart.docx.pdf
6
