The North <br /> Carolina Association of County Commissioners (NCACC) Legislative Goals <br /> Conference will present the legislative goal proposals to the committees, then to <br /> the executive board, and then to the general body of the NCA CC. Chairman <br /> Smith handed the gavel to Vice Chair Arianna Lavallee to chair the discussion. <br /> Chairman Smith requested the submission of a legislative goal to urge the <br /> general assembly to adopt legislation to ban the use of environmental, social, <br /> and governance metrics use in determining credit ratings. He said that the use of <br /> these metrics would take what has typically been an objective evaluation based <br /> on credit worthiness and ability to pay to an evaluation based on things like <br /> waste and pollution, natural capital, environmental impacts, and social access to <br /> basic services, housing, labor and income using these factors applying metrics <br /> to determine credibility and effectiveness in budget management. These metrics <br /> also include the private sector in customer relations, demographics, health and <br /> safety, financial strategy and risk management, management credibility and <br /> track record, Board structure, policies and procedures, compliance and <br /> reporting. These kind of restrictions leave an unforeseeable impact on the <br /> County's credit rating. Commissioner Reives requested more information on how <br /> these changes to the economic impact scores will impact the County. Dr. <br /> Crumpton said that this could have a negative impact on the County financially <br /> and advised that staff talk to the County's financial advisors to find out more <br /> 5 <br />
