County Manager's Report — August 8, 2022 <br /> Onqoinq Protects <br /> Moore Training Facility - CCCC — On August 1st the operations of the Moore Training <br /> Facility was formally transferred to CCCC. CCCC is now responsible for all utilities and <br /> maintenance of the facility. This gives them the ability to begin renovations of the facility <br /> as soon as they are ready. As part of our MOU with CCCC, the County retains <br /> responsibility for the Hazardous Waste permit and the cleanup. We also have maintained <br /> the responsibility for operations of the shipping and receiving building which we may used <br /> for gymnastics. Terraquest was on site for 3 weeks digging out the contaminated dirt. <br /> The inground tank was inspected and there was no material in the tank except the <br /> concrete that Marelli used to close the tank. The weight and amount of concrete made <br /> removal of the tank impossible. It was deemed suitable to leave the tank in the ground. <br /> Terraquest was able to remove all the material and soil from around the tank and then <br /> refill the hole with suitable soils. SM&E will be testing the soil for compaction and it will <br /> remain unpaved until new test wells can be installed around the contamination site. Once <br /> the results are analyzed and it is determined that no further remediation is needed around <br /> the tank, the area can be repaved. This should take around 60 to 90 days if the tests <br /> results show no contamination. We are about two weeks ahead of the revised time <br /> schedule and still under our revised budget of$600,000. <br /> Multi-Sports Complex —At last month's meeting we paused the project due to the cost <br /> estimates. Santiago Geraldo and myself met with our architect, McAdams, on Tuesday <br /> August 2. Additional information will be provided to the Board prior to the meeting. <br /> Horton Pool —The project has stopped due to unsuitable soils underneath the bathhouse <br /> building. Additional soil sampling is being conducted. The good news is the structure of <br /> the building is sound so we do not need to demo the entire structure. Once the sampling <br /> is done, we will need to remove unsuitable soil and replace it with proper soil. There will <br /> also be additional stormwater measures added to keep water from going into the building <br /> and under the slab. This delay has been around 60 days and we expect it to take an <br /> additional 60 days to complete. Other work continues and the architect and contractor <br /> believe the project will be finished a couple months ahead of next summer's swimming <br /> season. <br /> Hale Center—After last month's meeting, the engineering of the HVAC and roof upgrades <br /> has begun. We will provide additional information at the September meeting. <br /> Library Building Project—Agenda Item. <br /> Historic Courthouse —The State has approved the design RFQ and we have released <br /> and advertised the announcement. RFQ's are due August 11. <br /> Parking Lot Projects — The ADA ramp at the Government Center is complete. We are <br /> still working on lighting in the COLTS parking lot. <br />
