Priorities were given to the rectangle fields since <br /> there are already a number of baseball fields throughout the county. The stadium fields <br /> were given a lower priority. It came down to rectangle fields, a playground and diamond <br /> fields as the identified priorities. McAdams has divided the project into zones <br /> remembering there are certain infrastructure and asset investments required up front to <br /> run utilities and establish access, which is estimated at $7.4 million. McAdams came up <br /> with 3 options. Option one had a base bid of$22.55 million and had 4 rectangle fields <br /> and a playground with a $10 million alternate for additional rectangle fields, option 2 is <br /> $22.55 million base bid with a blue (4 rectangle fields) and yellow zone (playground) <br /> and an alternate of$10.3 million for a baseball stadium plus fields, option 3 has a base <br /> bid of$26.05 million and a green zone (baseball stadium) option of$5 million. Once a <br /> decision is made, the next step is construction drawings. County Manager John <br /> Crumpton said the Board could wait and see what happens in the market and seek <br /> other funding and grants to help supplement the cost. The Design-Build or CMAR <br /> approach was the suggested method to proceed. The County is going to talk to their <br /> financial advisors to see if there is a way to borrow additional money for the project. <br /> Staff will look at a borrowing rate that will prevent having to raise the tax rate for the tax <br /> payers. The County Manager recommended taking a 30 day pause and reporting back <br /> to the Board in August. McAdams thinks they can get the construction drawings out in 5 <br /> months. Commissioner Reives requested to see how the project would look within the <br /> parameters of the acreage for each option.
