VI.0 Update on the Moore Training Facility - CCCC Project
County Manager John Crumpton provided the Board with an update regarding the
hazardous waste cleanup and the CCCC Moore Facility and plans for capital
improvement. The work plan for removal of the Hazardous Waste from the Marelli
Site has been approved by NCDEQ. Work has begun under the original
authorization from the Board of Commissioners to spend up to $ 500,000 for the
cleanup. $100,000 was given to us by Marelli to go towards the cleanup. The County
also has $250,000 from the Developers who we partnered with on this project and
the County committed $250,000. The total available therefor is $600,000. The
County has requested the funds from Mad Dog LLC. In addition, funds have been
requested from the local delegation at the General Assembly to assist us with the
project. Dr. Crumpton provided an estimate from Terraquest that increases the
estimated cleanup work to $542,000. With a 10 percent contingency the current
spending level needs to be raised to $600,000. Costs could go beyond this amount,
this is why we have asked for help from the General Assembly. Time is critical for
the VinFast project. The timeline shows that majority of the cleanup work will be
completed by the end of August. Monitoring will continue and as long as the testing
wells do not show any reconcentration of the material, costs going forward will
mainly be for the monitoring and testing." Staff is requesting approval to continue
moving forward and increasing the spending authorization to $600,000.
Central Carolina Community College is preparing to submit approval requests to
the North Carolina Community College System for the approval of three capital
improvement projects at the Moore Center including the Bioprocessing Building,
Truck Driver Training Building, and Main Building. The projected total for all three
projects is $11,615,617. The Board has previously approved the capital
improvements for the Moore Center and has authorized the manager to sign
documents to proceed with the projects.
Terraquest - Work Plan Implementation
Terraquest Services Contract - 6-20-22 SCHEDULE A.pdf
Moore Center - Truck Driver Training Building
Moore Center - Main Building
Moore Center - Bioprocessing Building
Motion: Motion to approve Terraquest's Plan of Work and authorize
County Manager to spend up to $600,000 to implement the plan.
Mover: Robert Reives
For: 6 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe,
Kirk Smith, Mark Lovick
Absent: 1 - Bill Carver
Motion Result: Passed
VII.
