OLD BUSINESS VI.A Bob Hales HVAC project update and funding request Assistant County Manager Lisa Minter presented updates regarding the Bob Hales HVAC project and provided options to mitigate estimated costs. During the FY 21- 22 budget process, adding HVAC to the Bob Hales Recreation Center was contemplated. At the time an estimated cost of$160,000 was given. It was decided that this was a project that could be funded with ARPA revenue loss funds, and the County received an $80,000 State grant to assist with the project. Since the project was originally considered, costs have increased considerably and it was brought to staff's attention that consideration should be given to reroofing the building and adding insulation to increase efficiency of the system to be installed. If HVAC is added without replacing the roof and adding insulation, the estimated cost is $515,000 including a 15% contingency, which is $275,000 above the current budget for the project. If the roof is replaced and insulation added, the size of the HVAC units can be downsized, but the total project cost would increase to $656,000 including a 15% contingency, which is $416,000 above the current budget for the project. Unobligated ARPA revenue loss funds could be used to cover the additional funds needed. Parks and Recreation Director Joseph Keel spoke regarding facility rental of the Bob Hales Center. According to General Services Director the engineer recommended replacement of the insulation and roof due to age. Commissioner Reives requested to have Duke Energy review this project. Motion: Motion to allocate an additional $416,000 from revenue loss funds to do roof, insulation and HVAC at the Bob Hales Center. Applications were received from Julian Philpott, Rebecca Yarnell, William Wayne Staton, Jr., Oscar Moreno 111, Darrell Park, and Lisa Ragan.
