V. PUBLIC COMMENTS <br /> - Charles Williams, 712 Cox Maddox Road (Elks Lodge Noise Complaint) <br /> - David Smoak, 96 Northridge Trail, Sanford, NC (Sports Complex) <br /> VI. OLD BUSINESS <br /> VI.A Bob Hales HVAC project update and funding request <br /> Assistant County Manager Lisa Minter presented updates regarding the Bob Hales <br /> HVAC project and provided options to mitigate estimated costs. During the FY 21- <br /> 22 budget process, adding HVAC to the Bob Hales Recreation Center was <br /> contemplated. At the time an estimated cost of$160,000 was given. It was decided <br /> that this was a project that could be funded with ARPA revenue loss funds, and the <br /> County received an $80,000 State grant to assist with the project. Since the project <br /> was originally considered, costs have increased considerably and it was brought to <br /> staff's attention that consideration should be given to reroofing the building and <br /> adding insulation to increase efficiency of the system to be installed. If HVAC is <br /> added without replacing the roof and adding insulation, the estimated cost is <br /> $515,000 including a 15% contingency, which is $275,000 above the current budget <br /> for the project. If the roof is replaced and insulation added, the size of the HVAC <br /> units can be downsized, but the total project cost would increase to $656,000 <br /> including a 15% contingency, which is $416,000 above the current budget for the <br /> project. Unobligated ARPA revenue loss funds could be used to cover the additional <br /> funds needed. Parks and Recreation Director Joseph Keel spoke regarding facility <br /> rental of the Bob Hales Center. According to General Services Director the engineer <br /> recommended replacement of the insulation and roof due to age. Commissioner <br /> Reives requested to have Duke Energy review this project. <br /> Motion: Motion to allocate an additional $416,000 from revenue loss funds <br /> to do roof, insulation and HVAC at the Bob Hales Center. <br /> Mover: Robert Reives <br /> For: 6 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe, <br /> Kirk Smith, Mark Lovick <br /> Absent: 1 — Bill Carver <br /> Motion Result: Passed <br /> VI.B CCCC Board of Trustees Appointment <br /> Clerk to the Board Jennifer Gamble provided a list of applications received for the <br /> vacant seat on the Central Carolina Board of Trustees to fill the remaining term of Bill <br /> Carver through 2025. Applications were received from Julian Philpott, Rebecca Yarnell, <br /> William Wayne Staton, Jr., Oscar Moreno 111, Darrell Park, and Lisa Ragan.
