Upon a <br />vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Rural Center Agreement with Atlantic Hydraulics! County Manager <br />John Crumpton stated that Atlantic Hydraulics is relocating their company to the Lee County Industrial <br />Park and purchasing the building located at 5225 Womack Road. With the purchase they need to <br />restore and reuse the facility for their manufacturing process. Commissioners, at their July meeting, <br />approved a letter to the North Carolina Rural Center endorsing this project. On August 29, 2012 the <br />\. A <br />County was notified that a grant had been awarded in the amount of $128,896.00 contingen t upon the <br />creation of 11 jobs and the receipt of information regarding the per ec ntage of medical benefits paid by <br />the employer. After discussion, Commissioner Womack moved to approve the Performance Agreement <br />between Lee County and Atlantic Hydraulics for a Rural Center Grant, contingent upon receiving a <br />detailed written work plan and obligation from Atlantic Hydraulic that they will reimburse EDC the 5% <br />match. County Manager John Crumpton stated that an offer had been received to purchase the <br />Jonesboro Library property for $50,000.00. The offer-comes from a local real estate agent, but at this <br />time the actual buyer wishes to anonymous. The property is appraised for tax value at <br />$149,100 from the 2007 / valuation.1The $50,000 offer is well below the market value. Mr. Crumpton <br />stated the offer of $50,000 is for the_property� only; all selling expenses including commission are to be <br />deducted from the sales price`s fvlr- Crumpton recommended that the county decline the offer due to it <br />being 33% of the appraised value. After discussion, Commissioner Reives moved to accept the County <br />Manager's recommendation to`declin!3�the offer and authorize the County Manager to negotiate for the <br />property. Commissioner Womac 'stated he would like to see a real estate action plan put in place (a <br />list of all,,county,owned property) and possibly hold an auction with the City of Sanford, Town of <br />Broadway and Board of Education to dispose of surplus property owned. No action was taken. <br />County Manager John Crumpton presented the County Manager's Monthly Report, a copy of <br />which is attached to these minutes and by this reference made a part hereof.
