After discussion, Commissioner Hayes moved to approve the Transformation Program Grant with the Cumberland County Health Department as presented. The Board considered a proposal for the 2012 Household Hazardous Waste Collection day that had been pulled from the Consent Agenda at the beginning of the meeting. Solid Waste Superintendent Joe Cherry presented proposals from three qualified firms to provide a complete turnkey service for the collection of household hazardous waste. The one -day event is scheduled for Saturday, October 20, 2012 from 9 a.m. until 1 p.m. at the Dennis Wicker Civic Center. Mr. Cherry asked the Board to approve a contract with MXI Environmental Services, LLC to provide the services for said event. It was also stated that $25,000 had been budgeted for this project. Commissioner Parks asks if the County received anything back from the company if anything is recycled from items collected. Mr. Cherry stated we did not and paint was the main item collected on collection day. Commissioner Oldham moved to approve the proposal from MXI Environmental Services, LLC for the 2012 Household Hazardous Waste Collection event. The Board considered a Project Budget Ordinance for the FY 2011 CDBG Scattered Site Housing Project that had been pulled from the Consent Agenda at the beginning of the meeting. The Project Budget Ordinance presented was to approve the $400,000 award by Community Development Block Grant from the North Carolina Department of Commerce, Community Investment and Assistance Division for a scattered site housing project. Commissioner Parks questioned who identifies and administers the funds for said program. Community Development Director Bob Bridwell stated that Planner Karen Kennedy oversees the project and explained the program is advertised through the local newspaper, city and county websites, the local TV station, and local radio stations. After further discussion, Commissioner Oldham moved to approve the Grant Project Ordinance for the FY 2011 Community Development Program — Lee County Scattered Site Housing Project, a copy of which is attached to these minutes and by this reference made a part hereof.
