arrest the alleged violator when he refuses to provide his name and address and <br /> any proof thereof as may be reasonably available to him; or the alleged violator <br /> refuses to promptly cease such illegal activity after being issued a civil or criminal <br /> citation. <br /> The remainder of Chapter 12, Article II, Section 12-38 shall remain in effect. <br /> Section 12. Chapter 12, Article III, Division 2, Section 12-75 pertaining to oil pollution and <br /> hazardous substances control shall be deleted in its entirety to remove criminal penalties,and shall <br /> be rewritten as follows: <br /> Sec. 12-75. - <br /> The remainder of Chapter 12, Article III, Division 2 shall remain in effect. <br /> Section 13. Chapter 12, Article III, Division 5, Section 12-117 pertaining to oil pollution and <br /> hazardous substances control shall be amended to remove criminal penalties and impose civil <br /> penalties, and shall be rewritten as follows: <br /> Any person violating any prohibition or restriction imposed by this chapter shall be <br /> subject to a civil penalty in the amount of$200.00. <br /> The remainder of Chapter 12, Article III, Division 5 shall remain in effect. <br /> Section 14. Chapter 16, Article 2, Division 2, Section 16-52 pertaining to mobile home <br /> regulations shall be amended to remove criminal penalties, impose civil penalties, and shall be <br /> rewritten as follows: <br /> Any owner or person in possession of a mobile home who shall violate or fail to comply <br /> with any of the provisions of this division,or any person who shall counsel, aid or abet any <br /> such violation or failure to comply shall be subject to a civil penalty in the maximum <br /> amount of$500. <br /> The remainder of Chapter 16, Article II, Division 2 shall remain in effect. <br /> Section 15. Chapter 17, Article I, Section 17-2(d) pertaining to solicitation shall be amended to <br /> remove criminal penalties, impose civil penalties, and shall be rewritten as follows: <br /> (d)Penalties. A person violating this section shall be subject to a civil penalty of not <br /> more than$50.00. <br /> Section 16. Chapter 18, Article II, Division 1, Section 18-32, Article II, Division 2, Section 18- <br /> 62, and Article III, Section 18-97 pertaining to regulations of parks and recreation facilities shall <br /> be amended to specify the civil penalty that may be imposed for a violation, and shall be <br /> rewritten as follows: <br /> Section 18-32.
