VI. NEW BUSINESS
VI.A Kiwanis Children's Park Phase II Contract Proposal Request
Development Services Director Santiago Giraldo presented a recommendation for
approval of a proposal for the Kiwanis Children's Park Phase ll Contract. Based on
the Parks Master Plan conducted in 2018 and recent Phase I improvements, Lee
County Parks and Recreation is seeking the implementation of the second phase of
development as presented in the 2023-2027 CIP for the design, construction and
management for Kiwanis Children's Park Phase II. The request is for Withers
Ravenel to provide site inventory, layout, desig, and administration assistance for
this project in the amount of$49,400. The Lee County Parks and Recreation
Department was awarded a PARTF Grant in the amount of$209,000 for this project
with a required local match.
WR KCP Proposal 25MAY2022 .pdf
WR KCP Mini Brooks.pdf
KCP PARTF Grant .pdf
Motion: Motion to approve proposal by Withers Ravenel to provide site
inventory, layout, design and administration assistance for project Lee County
Kiwanis Children's Park Phase II in the amount of $49,400.
Mover: Robert Reives
For: 7 - Arianna Lavallee, Dr. Andre Knecht, Robert Reives, Cameron Sharpe,
Kirk Smith, Bill Carver, Mark Lovick
Motion Result: Passed
VI.B Lee County Library Project 4841-01-21. Site Selection Approval
Development Services Director Santiago Giraldo presented a recommendation for a
proposed site for the Lee County Library Project. After careful consideration
supported by Stakeholder Engagements (Library Board, Friends of the Library,
Staff, Public, Surveys and Engagement Forms), our design team for the Lee County
Library Project— Vines Architecture — successfully consolidated community
feedback and developed dominant themes, which helped guide an innovative
County Library Program. This phase of the project culminates with a site evaluation
and recommendation, from several possible locations. Two emerged as the most
likely due to key factors like parking, nature preservation, impact on existing facilities
and utilities. Our CMAR team has recommended Site B1 as the best suited location
for this project. This recommendation is also supported by the Library Board and
County Staff. Once approved, Development Services will begin surveys and site
exploration to determine suitability. The proposed library site is on property that was
obtained through assistance of O.T. Sloan, with deed restrictions requiring the
property be used for parks and recreation. Per the conditions of the restriction, Mr.
Sloan can authorize the waiver of the restrictions. The information and associated
documents have been submitted to Mr. Sloan for consideration. The approval of this
site is contingent on the authorization of the waiver by Mr. Sloan.
Lee County Library Site_ Commissioners Meeting.pdf
