VI. NEW BUSINESS <br /> VI.A Kiwanis Children's Park Phase II Contract Proposal Request <br /> Development Services Director Santiago Giraldo presented a recommendation for <br /> approval of a proposal for the Kiwanis Children's Park Phase ll Contract. Based on <br /> the Parks Master Plan conducted in 2018 and recent Phase I improvements, Lee <br /> County Parks and Recreation is seeking the implementation of the second phase of <br /> development as presented in the 2023-2027 CIP for the design, construction and <br /> management for Kiwanis Children's Park Phase II. The request is for Withers <br /> Ravenel to provide site inventory, layout, desig, and administration assistance for <br /> this project in the amount of$49,400. Site Selection Approval <br /> Development Services Director Santiago Giraldo presented a recommendation for a <br /> proposed site for the Lee County Library Project. After careful consideration <br /> supported by Stakeholder Engagements (Library Board, Friends of the Library, <br /> Staff, Public, Surveys and Engagement Forms), our design team for the Lee County <br /> Library Project— Vines Architecture — successfully consolidated community <br /> feedback and developed dominant themes, which helped guide an innovative <br /> County Library Program. This phase of the project culminates with a site evaluation <br /> and recommendation, from several possible locations. Two emerged as the most <br /> likely due to key factors like parking, nature preservation, impact on existing facilities <br /> and utilities. Our CMAR team has recommended Site B1 as the best suited location <br /> for this project. This recommendation is also supported by the Library Board and <br /> County Staff. Once approved, Development Services will begin surveys and site <br /> exploration to determine suitability. The proposed library site is on property that was <br /> obtained through assistance of O.T. Sloan, with deed restrictions requiring the <br /> property be used for parks and recreation. Per the conditions of the restriction, Mr. <br /> Sloan can authorize the waiver of the restrictions. The information and associated <br /> documents have been submitted to Mr. Sloan for consideration.
