grant worth up to $800,000, allows the Health Department to hire additional staff, including a
Peer Support Specialist and possibly two harm reduction vending machines. How much or
how little each person may receive can be managed through the machines based on usage.
The Board approved hiring an additional Community Disease Nurse. Two community health
forums are scheduled this summer, one at the Civic Center and one at the McSwain Center.
The Health Department is partnering with Central Carolina Hospital to conduct the forums
and Community Health Assessment (CHA). In 2018, the CHA received 244 responses. The
CHA survey at this point, which will be on the website until August, has received over 500
responses. The Health Department is continuing to accept appointments for COVID-19
vaccinations and boosters. Project Lazarus plans to reconvene and will serve as a conduit to
get information into the community.
Vice Chair Lavallee called for a five-minute break at 10:23 a.m.
Library
Library Services Director Beth List provided a summary of budget highlights. Program
services and outreach, personnel and collection materials were featured. Door counts have
significantly increased since 2021, along with computer use. The Library has a newly
updated Programming Policy. Outreach services have expanded over the last year, bringing
services to communities in need. The largest item requested is a replacement van that will
help with community outreach. Full time individuals will be requested in the next budget to
staff the new library. The Broadway branch will be reopened in June.
Parks and Recreation
Parks and Recreation Director Joseph Keel spoke about programs, numbers and upcoming
requests for the year. Parks and Recreation has 575 volunteer coaches and about 10 full-
time employees. Their seasonal Program Guides promotes the newly restructured programs.
Partnerships with sponsors increased for teams and fields this year. The T-ball Complex at
O.T. Sloan Park was built to advance the program to the next level, which would further
support the baseball/softball programs. In 2021, the Comprehensive Master Plan was
completed as a planning overcast for the next 10 years. The Department completed site
specific master plan projects at Kiwanis Children's, Temple and O.T. Sloan Parks, as well as
an analysis and improvements of the Gravity Park at San-Lee Park. Participants in programs
have dramatically increased since 2019. The Horton Pool renovation project will begin soon.
The San-Lee Park trail improvements continue for both the bike and hiking trails.
Improvements include safety features, signage and moving trails to make sure all are on
County property. There are also plans to build a beginner cross country trail. Phase ll at
Kiwanis Children's Park includes a greenway connector, nature playground and a new
restroom/shelter plaza. This project received $209,000 from the PARTF grant funds. For
Temple Park, a new playground and new restroom/shelter plaza is included. The multi-
sportsplex Concept C will consist of eight multi-purpose fields, four baseball/softball fields,
one baseball stadium, one rectangle field stadium, a destination playground and hiking and
walking trails. Parks and Recreation will need six additional staff members to staff the new
facility once it is built. Starting in August, there will be movies in the Park at Kiwanis Family
Park. The T-ball complex will also be used for adult wiffleball. Parks and Recreation
contracts to provide pickleball lessons to youth and adults.
3
